This document has been submitted to APCO/NASTD/FED by the Telecommunications Industry Association (TIA), as provided for in a Memorandum of Understanding (MOU) dated December 1993. That MOU provides that APCO/NASTD/FED will devise a Common S
24、ystem Standard for digital public safety communications (the Standard), and that TIA shall provide technical assistance in the development of documentation for the Standard. This document has been developed with inputs from the APCO/TIA Project 25 Interface Committee (APIC), the APIC Compliance Asse
25、ssment Process and Procedures Task Group, and TIA Industry members. This document is being published because it is felt that there is an urgent need for technical information on the emerging digital techniques for Land Mobile Radio Service. This document describes a subset of tests appropriate for c
26、onsideration by the P25 Compliance Assessment Program Governance Board for inclusion in the Compliance Assessment Program testing associated with Transceiver Performance for a Conventional Mode Fixed Station transceiver. 30、ment Program testing of Performance for a Conventional Mode Fixed Station transceiver. The P25 Compliance Assessment Program intends to demonstrate that the equipment from different manufacturers will interoperate with respect to P25 defined features, services and interfaces. The P25 Compliance Asse
31、ssment Program uses a subset of published standard tests to “assess” compliance and is not intended to imply an exhaustive standard compliance verification. This document identifies a subset of the full set of tests in references 1 and 2 appropriate for P25 Compliance Assessment performance testing for a base station transceiver operating in the Conventional mode. This doc
33、ument was drafted and reviewed within the APCO/TIA Project 25 Interface Committee (APIC), Compliance Assessment Process and Procedures Task Group (CAPPTG), and represents the consensus achieved within the CAPPTG once the comment review period was concluded. The draft was subsequently updated to refl
34、ect the CAPPTG agreements in preparation for publication. 1.1 Scope This Bulletin identifies the tests appropriate for consideration by the P25 Compliance Assessment Program Governance Board for Compliance Assessment testing in the area of Performance of a Conventional Mode Fixed Station transceiver
35、. These tests were deemed appropriate by the industry and user members participating in the work of the Compliance Assessment Process and Procedures Task Group (CAPPTG). The CAPPTG includes TIA members and representatives of Federal, State and Local Public Safety agencies and organizations. This gro
36、up, being familiar with the relevant published standards, available P25 equipment and test equipment and the general intentions of the P25 Compliance Assessment Program, reviewed all tests and performance recommendations described in references 1 and 2. The P25 Compliance Assessment Program confirms
37、 that the equipment of different manufacturers will interoperate with respect to the P25 defined features, services and interfaces. P25 Compliance Assessment testing of the Common Air Interface is expected to eventually include; Performance Tests ensuring the Common Air Interface endpoints are legit
38、imate P25 devices for Trunking mode operation, Conventional mode operation, or both. Interoper
39、ability Tests ensuring that Common Air Interface endpoints from different manufacturers do functionally interoperate for Trunking mode operation, Conventional mode operation, or both. In determining the tests appropriate for P25 Compliance Assessment Program testing in this area, the group considere
40、d whether tests in references 1 and 2 were important for achieving interoperability between equipment of different manufacturers versus tests important for product design and/or certification. In general, tests that were determined to be more oriented towards product design and/or certification (suc
41、h as but not limited to FCC certification) were deemed unnecessary for inclusion in this list.
