24、AVANT-PROPOS1) La CEI (Commission Electrotechnique Internationale) est une organisation mondiale de normalisation composede lensemble des comits lectrotechniques nationaux (Comits nationaux de la CEI). La CEI a pour objet defavoriser la coopration internationale pour toutes les questions de normalis

25、ation dans les domaines dellectricit et de llectronique. A cet effet, la CEI, entre autres activits, publie des Normes Internationales.Leur laboration est confie des comits dtudes, aux travaux desquels tout Comit national intress par lesujet trait peut participer. Les organisations internationales,

26、gouvernementales et non gouvernementales, enliaison avec la CEI, participent galement aux travaux. La CEI collabore troitement avec lOrganisationInternationale de Normalisation (ISO), selon des conditions fixes par accord entre les deux organisations.2) Les dcisions ou accords officiels de la CEI co

27、ncernant les questions techniques, reprsentent, dans la mesuredu possible un accord international sur les sujets tudis, tant donn que les Comits nationaux intressssont reprsents dans chaque comit dtudes.3) Les documents produits se prsentent sous la forme de recommandations internationales. Ils sont

28、 publiscomme normes, rapports techniques ou guides et agrs comme tels par les Comits nationaux.4) Dans le but dencourager lunification internationale, les Comits nationaux de la CEI sengagent appliquer defaon transparente, dans toute la mesure possible, les Normes internationales de la CEI dans leur

32、fforts, laccord requis ne peut tre ralis en faveur dela publication dune norme internationale; type 2, lorsque le sujet en question est encore en cours de dveloppement technique oulorsque, pour une raison quelconque, la possibilit dun accord pour la publication duneNorme internationale peut tre envi

33、sage pour lavenir mais pas dans limmdiat; type 3, lorsquun comit dtudes a runi des donnes de nature diffrente de celles quisont normalement publies comme Normes internationales, cela pouvant comprendre, parexemple, des informations sur ltat de la technique.Les rapports techniques de types 1 et 2 fon

34、t lobjet dun nouvel examen trois ans au plus tardaprs leur publication afin de dcider ventuellement de leur transformation en Normesinternationales.Les rapports techniques de type 3 ne doivent pas ncessairement tre rviss avant que lesdonnes quils contiennent ne soient plus juges valables ou utiles.L

36、 ELECTROTECHNICAL COMMISSION_SECONDARY CELLS AND BATTERIES TEST METHODS FOR CHECKING THE PERFORMANCE OF DEVICESDESIGNED FOR REDUCING EXPLOSION HAZARDS LEAD-ACID STARTER BATTERIESFOREWORD1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprisinga

37、ll national electrotechnical committees (IEC National Committees). The object of the IEC is to promoteinternational co-operation on all questions concerning standardization in the electrical and electronic fields. Tothis end and in addition to other activities, the IEC publishes International Standa

38、rds. Their preparation isentrusted to technical committees; any IEC National Committee interested in the subject dealt with mayparticipate in this preparatory work. International, governmental and non-governmental organizations liaisingwith the IEC also participate in this preparation. The IEC colla

39、borates closely with the International Organizationfor Standardization (ISO) in accordance with conditions determined by agreement between the twoorganizations.2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, aninternational consensus of opinion o

40、n the relevant subjects since each technical committee has representationfrom all interested National Committees.3) The documents produced have the form of recommendations for international use and are published in the formof standards, technical reports or guides and they are accepted by the Nation

41、al Committees in that sense.4) In order to promote international unification, IEC National Committees undertake to apply IEC InternationalStandards transparently to the maximum extent possible in their national and regional standards. Anydivergence between the IEC Standard and the corresponding nati

42、onal or regional standard shall be clearlyindicated in the latter.5) The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for anyequipment declared to be in conformity with one of its standards.6) Attention is drawn to the possibility that some of the ele

43、ments of this International Standard may be the subjectof patent rights. The IEC shall not be held responsible for identifying any or all such patent rights.The main task of IEC technical committees is to prepare International Standards. Inexceptional circumstances, a technical committee may propose

44、 the publication of a technicalreport of one of the following types: type 1, when the required support cannot be obtained for the publication of an InternationalStandard, despite repeated efforts; type 2, when the subject is still under technical development or where for any other reasonthere is the

45、 future but not immediate possibility of an agreement on an InternationalStandard; type 3, when a technical committee has collected data of a different kind from that which isnormally published as an International Standards, for example “state of the art“.Technical reports of types 1 and 2 are subje

46、ct to review within three years of publication todecide whether they can be transformed into International Standards. Technical reports of type3 do not necessarily have to be reviewed until the data they provide are considered to be nolonger valid or useful.IEC 61430 which is a technical report of t
