Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.INTRODUCTIONThis consumer safety specification addresses toddler bed incidents that were identified by theConsumer Product Safety Commission (CPSC).In respons

3、e to incident data supplied by the commission, this consumer safety specification attemptsto minimize: entrapment in bed end structures, entrapment between the guardrail and side rail, andentrapment in the mattress support system. Entrapment of a childs head or neck can result inasphyxiation. It als

4、o addresses corner post extensions, which may catch pacifier cords, ribbons,necklaces, or clothing that a child may be wearing and which may be caught on a projection.This consumer safety specification is written in accordance with the current available state-of-the-art technology and will be update

5、d whenever substantive information becomes available thatnecessitates additional requirements or justifies a revision to existing requirements.1. Scope1.1 This consumer safety specification covers requirements for the design and performance of toddler beds. It also containsrequirements for labeling

6、and instructional material.1.2 This consumer safety specification is intended to minimize incidents to children resulting from normal use and reasonablyforeseeable misuse of toddler beds. It does not address incidents resulting from alteration or unreasonable misuse.1.3 For the purposes of this cons

7、umer safety specification, a toddler bed is a bed that is sized to accept a full-size crib mattressand is intended for use by a child not less than 15 months of age and who weighs no more than 50 lb (27.7 kg).1.4 No toddler bed produced after the approval date of this consumer safety specification s

Terminology3.1 Definitions of Terms Specific to This Standard:3.1.1 bed, nfor t

Calibration and Standardization4.1 All testing shall be conducted on a concrete floor that may be covered with a 18-in. (3-

30、mm) thick vinyl flooring cover, unlesstest instructs differently.4.2 The product shall be completely assembled, unless otherwise noted, in accordance with the manufacturers instructions.4.3 No testing shall be conducted within 48 h of manufacturing.4.4 The product to be tested shall be in a room wit

31、h ambient temperature of 7369F (2365C) for at least 1 h prior to testing.Testing shall then be conducted within this temperature range.4.5 All testing required by this consumer safety specification is to be conducted on the same unit.5. General Requirements5.1 The bed shall conform to the regulation

32、s specified in Section 2 of this specification before and after testing.5.2 There shall be no hazardous sharp points or edges as defined by 16 CFR 1500.48 and 16 CFR 1500.49 before and aftertesting to this consumer safety specification.5.3 There shall be no small parts as defined by 16 CFR 1501 befo

33、re testing or liberated as a result of testing to this specification.5.4 The paint and surface-coating on the product shall comply to 16 CFR 1303.5.5 Prior to testing, any exposed wood parts shall be smooth and free from splinters.5.6 Scissoring, Shearing, and PinchingA toddler bed, when in the manu

34、facturers recommended use position, shall bedesigned and constructed to prevent injury to the occupant from any scissoring, shearing, or pinching when members orcomponents rotate about a common axis or fastening point, slide, pivot, fold or otherwise move relative to one another. Scissoring,shearing

35、, or pinching that may cause injury shall not be permissible when the edges of any rigid parts admit a probe that is greaterthan 0.210in. (5.33mm) diameter and less than 0.375in. (9.53mm) diameter at any accessible point throughout the range ofmotion of such parts.5.7 Protective ComponentsIf a child

36、 can grasp components between the thumb and forefinger, or teeth, such as caps, sleeves,or plugs used for protection from sharp edges, points, or entrapment of fingers or toes, or if there is at least a 0.040in. (1.00mm)gap between the component and its adjacent parent component, such a component sh

37、all not be removed when tested in accordancewith 7.7.5.8 Openings:5.8.1 Finger EntrapmentHoles or slots that extend entirely through a wall section of any rigid material less than 0.375in.(9.53mm) thick and admit a 0.210in. (5.33mm) diameter rod shall also admit a 0.375in. (9.53mm) diameter rod. Hol

38、es orslots that are between 0.210 and 0.375 in. (5.33 and 9.53 mm) and have a wall thickness less than 0.375 in. (9.53 mm) but arelimited in depth to 0.375 in. (9.53 mm) maximum by another rigid surface shall be permissible (see Fig. 1). The product shall beevaluated in all manufacturers recommended

39、 use positions.5.8.2 Torso EntrapmentThere shall be no openings in the mattress support system, headboard, footboard, guard rail, or anypoint where these components are joined together that will permit complete passage of the wedge block (see Fig. 2). The productshall be evaluated in all manufacture

40、rs recommended use positions when tested in accordance with 6.3, 6.4, or 6.5.5.9 LabelingWarning labels (whether paper or non paper) shall be permanent when tested per 7.8. Warning statements applieddirectly onto a surface of the product by hot stamping, heat transfer, printing, wood burning, etc. s

41、hall be permanent when testedper 7.8.4. Non-paper labels shall not liberate small parts when tested in accordance with 7.8.5.5.10 Corner Post ExtensionsNo corner post assembly shall extend more than 0.06 in. (1.5 mm) above the upper edge of anend or side panel, whichever is higher, when measured fro

42、m the lowest point on the upper edge of the end panel within 3 in. (76mm) from the outermost contour of the elbow (see Fig. 3).5.10.1 The limitations in 5.10 do not apply to a corner post assembly that extends at least 57 in. (1448 mm) above the uppermostsurface of the mattress support.5.10.2 Corner

43、 posts intended to accept removable vertical extensions made up of two or more segments (such as canopy postextensions) shall not permit the attachment of individual segments such that the resultant vertical extension would be in violationof the dimensional requirements of 5.10.6. Performance Requir

44、ement6.1 Mattress Support SystemThe mattress support system shall not disengage or create a hazardous condition as described inSection 5 of this consumer safety specification when tested in accordance with 7.2.6.2 Mattress Support System Attachment to End Structures:6.2.1 The mattress support system

45、 attachment to the end structures shall not disengage or create a hazardous condition asdescribed in Section 5 of this consumer safety specification when tested in accordance with 7.3.F1821 1836.2.2 In products that contain both side rails and a separate mattress support system, the tests described

46、in both 7.3.2 and 7.3.3shall apply to both.6.3 Mattress Support System OpeningsThere shall be no openings in the mattress support system which will permit completepassage of the wedge block described in Fig. 2 when tested in accordance with 7.2.5.6.4 GuardrailsFor products with guardrails, there sha

47、ll be no opening in the guardrail structure below the lowest surface ofthe uppermost member of the guardrail and above the mattress support structure that will permit complete passage of the wedgeblock shown in Fig. 2 when tested in accordance with 7.4.6.4.1 Guardrail HeightThe upper edge of the gua

48、rdrail shall be at least 5 in. above the top of the manufacturers maximumspecified mattress thickness. If no maximum mattress thickness is specified, the guardrail height shall be based on a mattressthickness of 6 in. (152 mm). This measurement is defined and shall be taken from the top of the mattr

49、ess support in its lowestposition to the top of the guardrail in the manufacturers recommended use position. Using the previously defined measurement,subtract the manufacturers recommended mattress thickness. The remaining difference (height) must be at least 5 in.6.4.2 Guardrail StrengthWhen tested in accordance with 7.9 the guardrail shall not break, detach or create a condition thatwould present any of the hazards described in Section 5. Guardrails that do not have any free ends, that is that they are attachedto both the
