2、cription (CID) describes a diesel engine driven commercial 34 cubic yard recycling truck utilized for the curbside collection of recyclables. The truck shd be equipped with cubside loading trough, compactor, and over the top loading system. 2. Salient Characteristics: 2.1 The recycling truck shall b
3、e an assembly of new materials and shall be free of defects in design and construction which affects appearance, serviceability or durability. The recycling truck shall conform to the more stringent of state or federal laws applicable to a vehicle of this class and type. AU components of the recycli
4、ng truck shall be represented in the manufacturers commercial sales literature as standard or optional equipment. Failure of the recycling truck/vehicle to meet the following salient characteristics shall be cause for rejection of the offer. 2.1.1 Performance. The vehicle shall: a. Operate on paved
5、and graded gravel roads. b. Maintain a minimum speed of 55 MPH on a level, paved surface. 7、cle c. Comply with all applicable requirements of the Federal Motor Carrier Safety d. Operate in temperatures ranging from -20 O F to +125 O F. 2.1.2 chassis: a. The diesel engine shall have the power necessary to meet or exceed the performance requirements stated herein. b. The automatic transmissi
8、on shall have at least four forward speeds and one reverse. The transmission shall have a torque capacity adequate to transmit 100% of the full throttle net engine torque at any engine rpm which would bp, eficountered urder operating condition. c. Provide a single alternator charging system. The min
9、imum alternator system output, at idle, shall equal or exceed the total simultaneous operation of all electrical components. d. Single front and dual rear tires andwheels shall be provided. Tubeless steel radial tires shall be mounted on hub piloted steel disc wheel assemblies. Tire and wheel assemb
10、lies shall be interchangeable at all positions. e. The cab shall provide a side-by-side seating arrangement to accommodate a crew of not less than two operators. f. The chassis shall be provided with front tow hooks and shall be equipped with air brakes. 2.1.3 Tilting Recycling/Storarre Body a. The
11、storage body shall be fully enclosed with a capacity of at least 34 cubic yards. A means shall be provided to determine, from the curbside, when the storage body is full. b. The storage body shall be designed so that the body can be tilted a minimum of 45 for unloading. Each compartment shall discha
12、rge separately by tilting the storage body, opening the rear door and sequentially unlocking each Compartment divider. c. The hinged rear door/taiigate shall provide hydraulic and mechanical locking. The system shall prevent the opening or closing of the tailgate if system pressure is lost. d. The s
13、torage body shall be provided with five removable internai swinging compartment dividers. 14、actuation for dumping each compartment. The dividers shall swing freely when released and be equipped with access doors for inspection of each compartment. e. The top loading roof of the storage body shall be designed to open automatically in conjunction with loading trough operation. f. The storage
15、 body tilt and tailgate controls shall be located in the vehicle cab. g. Strobe lights shall be provided at the rear comers of the storage body. 2.1.4 Loading System: a. The truck shall be equipped with an over-the-top loading system capable of dumping recyclables into separate compartments of the s
16、torage body. The cycle time for the loading system shall not exceed 20 seconds. b. A loading trough shall be provided along the right hand side of the storage body and shall provide a minimum volume of 1.5 cubic yards. The load height of the trough shall not exceed 48 inches from the ground. The tro
17、ugh shall be capable of being partitioned to correspond with the compartment dividers of the storage body so that separate materials are dumped into separate compartments. The trough shall be provided with five movable partitions. c. The loading system control shall be installed on the curbside of t
18、he vehicle in a safe, accessible, and convenient location. d. The loading system shall be designed to provide quiet operation in both upward and downward movement. e. 90 gallon cart attachments shall be provided on the trough to allow for simuitaneously dumping of carts. 2.1.5 Compactor: a. A compac
19、tor shall be mounted on the vehicle to condense aluminum, plastics, or tin. b. The compactor loading chamber shall hold a minimum of 30 noncompacted one gallon milk jugs. The loading chamber shall be accessible through an opening on the curbside and by a lever actuated top opening on the street side
20、. c. The compactor receiving compartment shall have a minimum capacity of 1 cubic yard. The cycle time for the compactor shall not exceed 20 seconds. 2.1.6 Finish. a. Exterior surfaces of the vehicle
22、 shall be primed and top-coated with a commercial polyurethane fuiish. The finish color shall be the manufactures standard single color paint scheme. b. AU controls, valves, gauges and indicators used in the operation of the vehicle shall be identified by securely attached nameplates of such constru
23、ction that exposure to oil, dirt, light, et cetera, wiil neither fade nor eradicate them. 3. Redatorv Requirements: 3.1 The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent possible. 3.1.1 For the purpose of this requirement, reco
24、vered materials are those materials which have been collected from solid waste and reprocessed to become a source of raw materials, as distinguished from virgin raw materials. The components, pieces and parts incorporated in the vehicle may be newly fabricated fi-om recovered materials to the maximu
25、m extent practicable, provided the vehicle produced meets all other requkments of this CID. Used, rebuilt or remanufactured components, pieces and parts shall not be incorporated, 4. Contractor certincation: The contractor shall certify and maintain substantial evidence that the product offered meet
26、s the salient chartristics of this comercial item description, and that the product conforms to the producers own drawings, specifications, standards, and quality assurance practices. The govemment reserves the right to quire proof of such conformance prior to the delivery and thereafter as may be o
27、therwise provided for under the contract provisions. 5. Market AcceDtabili: 5.1 Commercial. The vehicle furnished must be, as of the date of award, the latest model, with minor modifications, (as that tem is defined in DOD FAR Supplement 252.211-7012, Paragraph K-85 of the solicitation) of an establ

The vehicle furnished, or earlier models of it, absent minor modifications, shall have been supported with spares/repair parts which were produced or sold in the nod course of business. At the time of delivery, the contractor shall furnish the Adminis
30、trative Contracting Officer with verification of compliance with these requirements. Offerors shall provide, as part of their proposals, the following information on the vehicle (or its earlier models) being offered as a commercial item: (1) Total sales to the U.S. Government or to contractors for U
31、.S. Government use during the two years immediately pteceding the solicitation issuance date. (2) Total sale of the item to the general public during the two years immediately preceding the solicitation issuance date. (3) Length of time the item has been sold in the commercial market place. (4) Poin
32、ts of contact and phone numbers of customers to which the item has been sold in the commercial market place.
