SCOPE 1.1 Scope. This specification cover
2、s the general requirements for streamers used on Armed Forces flags and guidons (see 6.1). 1.2 Classification. 20、se noted. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. 3. REQUIREMENTS 3.1 Specification sheets. The individual item requirements shall be as specified herein and in accordance with the applicable specification sheet. In
21、 the event of any conflict between the requirements of this specification and the specification sheet, the latter shall govern. 3.2 Drawings. Drawings 5-5-2, 5-5-2A, and 5-5-614 are shown as Figures 1, 2, and 3 for information purposes only. In the event of any conflict between the figures and the a
22、ctual drawings, especially upon revision of the drawings, the actual drawings shall govern. 3.2A First article. When specified (see 6.2), a sample shall be subjected to first article inspection in accordance with 4.3. 3.3 Recycled, recovered, or environmentally preferable materials. Recycled, recove
23、red, or environmentally preferable materials should be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements and promotes economically advantageous life cycle costs. 3.4 Materials. Materials shall be as specified herein. 3.4.1 Ri
24、bbon. The rayon ribbon for the streamers shall conform to MIL-DTL-11589. The individual colors of the yarn used in the ribbon shall conform to the cable numbers designated by the Department of Defense Standard Shades for Heraldic Yarns for Embroidery and Ribbons, 1993 Edition, as specified in the in
25、dividual specification sheet. 3.4.2 Grommet. Grommets shall be a commercial brass plain grommet, Trade Size 0 with a plain washer. 3.4.3 Thread. 3.4.3.1 Cotton. The cotton thread shall conform to mercerized cotton thread IC1 or IC2 ticket number 000 of A-A-52094. 3.4.3.2 Rayon. The rayon thread shal
26、l be semi-dull continuous filament, regenerated, cellulose type rayon, two ply, 150 denier. 3.4.3.3 Polyester. The polyester shall be a natural soft multiple cord and conform to Type I, Class 1, Subclass A, Tex size 30 of MIL-DTL-32072. 3.4.3.4 Color. The color of the thread for the hem, inscription
27、 and devices shall be as specified on the applicable drawing and specification sheet unless otherwise specified (see 6.2). The bobbin thread shall be the same shade as the embroidery device or lettering. 3.5 Design. Unless otherwise indicated on the applicable specification sheet, the design and siz
28、e of the streamers shall be as indicated on TIOH Drawing 5-5-2 (Figure 1). 29、ign and dimensions of devices for the streamers will be in accordance with TIOH Drawing 5-5-2A (Figure 2) and government cartoons. 3.6 Construction. 3.6.1 Fly end. Unless otherwise indicated on the applicable specification sheet, the fly end of the streamer shall be formed as shown in TIOH Drawing 5
30、-5-2 (Figure 1) by using a Type 304 stitch of ASTM-D6193 with 58 stitches per inch 4 stitches per inch. The ribbon shall be closely trimmed along the stitch to form the swallow-tail of the fly end. 3.6.2 Heading. 3.6.2.1 Type I and Type II, Sizes 1 and 2. Unless otherwise indicated on the applicable
31、 specification sheet, Type I and Type II, Size 1 and 2 headings shall be constructed as shown on the applicable drawing and as specified herein. A one-inch hem shall be made using Stitching Type EFaa-2, Stitch Type 301 of ASTM-D6193 with a minimum of 12 stitches per inch. A grommet as specified in 3
32、.4.2 shall be positioned on the heading as shown on TIOH Drawing 5-5-2 (Figure 1). 3.6.2.2 Type II, Size 3. Unless otherwise indicated on the applicable specification sheet, Type II, Size 3 heading shall be lined with a 1-1/4 inch wide cotton tape, 4-1/2 inches long and stitched on each side with St
33、itching Type EFa-1, Stitch Type 301 of ASTM-D6193, 12 stitches per inch. A 1/2 inch eyelet will be centered on the heading as shown on TIOH Drawing 5-5-2 (Figure 1). The eyelet shall be stitched through both layers of fabric with a regular button hole stitch. The heading shall then be formed by hemm
34、ing the end of the streamer with a 3/8 inch turn under and stitched with Stitching Type EFb-2, Stitch Type 301 of ASTM-D6193. Stitching gauge shall be 1/16 inch with a 1/8 inch margin. The flat width of the finish hem shall be not less than 2-1/4 inches and turned to the reverse side of the finished
35、 streamer. 3.6.3 Embroidery. Unless otherwise indicated on the applicable specification sheet, lettering, devices, and numbers shall be positioned on the streamer as shown on TIOH Drawing 5-5-2 (Figure 1). Embroidery yarn shall conform to the requirements indicated in 3.4.3. Devices shall conform to
36、 the cartoon; however, letter size and dimensions shall be as shown on TIOH Drawing 5-5-614 (Figure 3). Tolerances for embroidered letters, numerals, and devices shall be 1/16 inch in height and width. 3.7 Workmanship. Streamers shall be clean, well-made and shall meet acceptable quality standards e
37、stablished by this specification. Thread tension shall be maintained throughout and all threads ends or cross over stitches shall be trimmed. 4. VERIFICATION 4.1 Classification of inspections. The inspection requirements specified herein are classified as follows: a. First article inspection (see 4.

Unless otherwise specified, all inspection shall be performed in accordance with the test conditions sp
39、ecified in 4.4. 4.3 First article inspection. Inspection and testing of the first article (see 3.2 and 6.3) shall be made of a completely finished item for all provisions of this specification applicable to the end product examination and tests. 4.4 Conformance inspection. Quality assurance inspecti
40、on of components and materials shall be in accordance with the subsidiary specifications and drawings. Sampling for inspection shall be performed in accordance with ANSI/ASQC Z1.4. 4.4.1 Certificate of compliance. Grommets specified in 3.3.2 may be accepted on the basis of the contractors certificat
41、e of compliance for requirements specified. 4.4.2 In-process inspection. In-process inspection shall be made at any point or during any phase of the manufacturing process to determine whether operation or assemblies are accomplished as specified. The Government reserves the right to exclude from con
42、sideration for acceptance any material for which in-process inspection has indicated nonconformance. A one hundred percent inspection shall be performed on end item streamers. 4.5.1 Visual examination of streamers.
44、 Examination of streamers for defects in design, material, construction and workmanship shall be made using Table 1. Examination shall be made at a distance of approximately 16 to 22 inches with illumination equal to average daylight and arranged so as to avoid as much reflected light as possible. D
45、efects designated by an asterisk (*) shall be classified as major when seriously affecting appearance or serviceability and minor when affecting appearance or serviceability but not seriously. The unit of product for the examinations shall be one completely fabricated streamer. Any dimension which i
