Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.INTRODUCTIONThis consumer safety specification addresses portable bed rail incidents that were identified by theU.S. Consumer Product Safety Commission (CPSC).

3、In response to incident data supplied by the CPSC, this consumer safety specification attempts tominimize the following type of potential hazard through labeling and performance requirements:entrapment between the portable bed rail and mattress in the bed rail structure and entanglement onprotrusion

4、s. Entrapment of a child by the head or neck can result in asphyxiation.This consumer safety specification is written within the current state-of-the-art of portable bed railtechnology. It is intended that this specification will be updated whenever substantive informationbecomes available that nece

5、ssitates additional requirements or justifies the revision of existingrequirements.This consumer safety specification is not intended to address all the hazards of bed rails that areeither blatantly misused or used in a careless manner that disregards the instructional literature andwarning statemen

6、ts provided with each bed rail.1. Scope1.1 This consumer safety specification establishes require-ments for the performance of portable bed rails. It also containsrequirements for labeling and instructional literature.1.2 This consumer safety specification is intended to mini-mize hazards to childre

7、n resulting from normal use andreasonably foreseeable misuse of portable bed rails.1.3 For the purpose of this consumer safety specification, aportable bed rail is a device intended to be installed on an adultbed to prevent children from falling out of bed. These bed railsare intended for children w

8、ho can get in and out of an adult bedunassisted (typically from 2 to 5 years of age).1.4 No bed rail as defined in 3.1.1 that is produced after theapproval date of this consumer safety specification shall, eitherby label or other means, indicate compliance with this speci-fication unless it conforms

Terminology3.1 Definitions of Terms Specific to This Standard:3.1.1 adjacent type bed rail, nportable

20、bed rail in whichthe guard portion (portion that a child would contact whenrolling toward the mattress edge) of the unit is essentially avertical plane that is pushed against the side of the mattress.The guard remains immediately next to the mattress and doesnot extend over the mattress surface.3.1.

21、2 arm, nfor the purpose of this specification, a de-vice(s) attached to a bed rail that extends between the mattressand mattress foundation and is intended to secure the bed railto the bed.3.1.3 bed manufacturer specific type portable bed rail,nportable bed rail that is intended for use on a certain

22、 typeor model(s) of bed as specified by the manufacturer of the bedor bed rail, or both.3.1.4 conspicuous, adjlabel that is visible, when theportable bed rail is in the manufacturers recommended useposition, to a person standing near the unit at any one positionaround the unit but not necessarily vi

23、sible from all positions.3.1.5 mattress-top bed rail, nportable bed rail in whichthe guard portion (portion that a child would contact whenrolling toward the mattress edge) extends over the sleepingsurface of the mattress.3.1.6 nonpaper label, adjany label made of fabric or othermaterial (such as pl

24、astic or metal) which either will not tearwithout the aid of tools, or tears leaving a sharply defined edge.3.1.7 paper label, adjany label material (except fabric)which tears without the aid of tools and leaves a fibrous edge.3.1.8 permanent, adjmarking or label shall be consideredpermanent if, dur

25、ing an attempt to manually remove it withoutthe aid of tools or solvents, it cannot be removed, or it tearsupon removal, or such action damages the surface to which itis attached.3.1.9 portable bed rail, nportable railing installed on theside of an adult bed and/or on the mattress surface which isin

26、tended to keep a child from falling out of bed.3.1.9.1 DiscussionPortable bed rails include those madefor a specific manufacturers bed.4. Calibration and Standardization4.1 The product shall be completely assembled, unlessotherwise noted, in accordance with the manufacturers in-structions.4.2 No tes

27、ting shall be conducted within 48 h of manufac-turing.4.3 The product to be tested shall be in a room with anambient temperature of 73 6 9F (23 6 5C) for at least 1 hprior to testing. Testing shall then be conducted within thistemperature range.4.4 All testing required by this specification shall be

28、 con-ducted on the same unit.5. General Requirements5.1 There shall be no hazardous sharp points or edges asdefined by 16 CFR 1500.48 and 16 CFR 1500.49.5.2 There shall be no small parts as defined by 16 CFR1501.5.3 Any exposed wood parts shall be smooth and free fromsplinters.5.4 The bed rail shall

29、 conform to 16 CFR 1303.5.5 Warning labels (whether paper or nonpaper) shall bepermanent when tested per 10.1-10.3. Warning statementsapplied directly onto the surface of the product by hotstamping, heat transfer, printing, wood burning. etc. shall bepermanent when tested per 10.4. Nonpaper labels s

Performance Requirements6.1 Structural IntegrityAll tests of 8.1 shall be performedsequentially.After testing in accordance with 8.1, there shall

32、beno hazardous condition created as defined in Section 5.6.2 OpeningsHoles or slots that extend entirely through awall section of any rigid material less than 0.375-in. (9.53-mm)thick and admit a 0.210-in. (5.33-mm) diameter rod shall alsoadmit a 0.375-in. (9.53-mm) diameter rod. Holes or slots that

33、are between 0.210-in. (5.33-mm) and 0.375-in. (9.53-mm) andhave a wall thickness less than 0.375-in. (9.53-mm) but arelimited in depth to 0.375-in. (9.53-mm) maximum by anotherrigid surface shall be permissible (see Fig. 1). The product shallbe evaluated in all manufacturers recommended use position

34、s.6.3 Enclosed OpeningsWhen tested in accordance with8.2, there shall be no enclosed openings in the enclosedstructure of the portable bed rail that will permit passage of theTorso Probe shown in Fig. 2.6.4 Openings Created by Bed Rail Displacement of Adja-cent Style Portable Bed RailsWhen tested in

35、 accordancewith the procedure in 8.3, there shall be no opening betweenthe mattress and the bed rail that will permit passage of theTorso Probe shown in Fig. 2. Passage is defined as the entireTorso Probe passing the horizontal plane that extends from thetop surface of the mattress toward the guard

37、s-TopPortable Bed RailsWhen tested in accordance with theprocedure in 8.4, the Wedge Probe (Fig. 3) shall not penetrateto a depth greater than 4.5 in. (114 mm) and the bed rail shallnot displace horizontally such that the inner edge of the bed railmoves off the top mattress surface. The inner edge o

38、f the bedrail is the edge where the Wedge Probe is inserted.6.5.1 Bed rails that are marketed as being usable on a bedthat has a mattress support that is solid rather than a box springshall be tested on Platform 3, as defined in 7.1.3, in accordancewith 8.3.6.6 Openings Created by Displacement of Po

39、rtable BedRails Intended for Use on Specific Manufacturers BedsWhen tested in accordance with the procedure in 8.5 there shallbe no opening between the mattress and bed rail that willpermit passage of the Torso Probe (Fig. 2). Passage is definedas the entire Torso Probe passing the horizontal plane

40、towardthe guard position of the bed rail.6.7 ProtrusionsNeither string on the weight gauge shallstay attached to a protrusion when tested in accordance withthe procedure in 8.6.6.8 Openings Between Bedposts (Headboard, Footboards,Etc.) and Ends of Portable Bed RailWhen installed inaccordance with th

41、e manufacturers instructions on Test Plat-forms 1 and 2 there shall be a minimum of 9 in. (230 mm)between the left and right ends of the portable bed rail and thecorresponding left and right ends of the test mattress.6.8.1 Adjacent Style and Mattress Top Portable Bed RailsWhen installed in accordanc

42、e with the manufacturers instruc-tions on Test Platforms 1 and 2 there shall be a minimum of9 in. (230 mm) between the left and right ends of the portablebed rail and the corresponding left and right ends of the testmattress.6.8.2 Bed Manufacturer Specific Type Portable Bed RailsWhen installed on th

43、e bed manufacturers bed with themattress from platforms 1 and 2, there shall be a minimum of9 in. (230 mm) between the left and right ends of the portablebed rail and the corresponding left and right ends of the testmattress.7. Test Equipment7.1 Test Beds:7.1.1 Test Platform 1:7.1.1.1 Mattress Const

44、ructionThe mattress shall be ofstandard twin size, 38 by 74.5 in. 6 0.5 in. (0.97 by 1.89 m 613 mm). The mattress shall be made from open cell polyure-thane foam padding and be 4 to 5 in. (102 to 127 mm) thickwith a density of 1 lb/ft3+0.2, 0 (16 kg/m3+3.2, 0). Themattress shall weigh between 6.0 an

45、d 9.5 lb (2.7 to 4.3 kg).There shall be no surface texture features (for example,quilting) on the test mattress. The mattress shall be coveredwith a standard twin sized fitted sheet. The sheet shall be white,50/50 cotton/polyester blend. It shall have 180 threads persquare inch and fabric weight of

46、approximately 3.5 oz/yd2(161g/m2). The sheet shall be laundered once before use in anautomatic home washer, using hot water setting and longestnormal cycle with the manufacturers recommended quantityof a commercial detergent, and dried in an automatic hometumble dryer.7.1.1.2 Mattress PerformanceThe

47、 foam shall have anIndentation Load Deflection (ILD)4of between 28 and 33when tested in accordance with Test Methods D3574, MethodB1.4Indentation Load (ILD) is defined as the weight in pounds necessary to deflecta 15 in. square by 4 in. thick piece of foam 1 in.FIG. 2 Torso ProbeF2085 10a47.1.1.3 Ma

48、ttress SupportThe support shall be a commontwin sized foundation5measuring approximately 6 in. thick by38 in. by 74.5 6 0.5 in. (152 mm by 0.97 m by 1.89 m 6 13mm). The foundation shall be of typical frame construction thatis topped with a rigid board that has a layer of approximately14 in. (6 mm) t

49、o38 in. (10 mm) of open cell foam and coveredwith a fabric similar to that of the test mattress. The foundationshall be placed in a common metal bed frame.7.1.2 Test Platform 2:7.1.2.1 Mattress ConstructionThe mattress6shall be ofstandard twin size, 38 in. by 74.5 in. 6 0.5 in. (0.97 m by 1.89m 6 13 mm). The mattress shall be of an innerspring designand be between 10.0 in. (0.25 m) and 11.0 in. (0.28 m) thick.7The mattress shall weigh 50 6 10 lb (22.7 6 4.5 kg). Themattress shall be covered with a standard twin sized cottonfitted sheet.
