Asuperscript epsilon (e) indicates an editorial change since the last revision or reapproval.INTRODUCTIONThis consumer safety specification is intended to minimize the risk of injury or death associatedwith a childs use of an infant bouncer seat.

3、The specific hazards addressed by this specification areproduct disassembly/collapse, stability, and falls from elevated surfaces.1. Scope1.1 This consumer safety specification covers establishmentof requirements, test methods, and marking requirements topromote safe use of an infant bouncer seat by

4、 an occupant anda caregiver.1.2 For purposes of this consumer safety specification, aninfant bouncer seat is a freestanding product intended tosupport an occupant in a reclined position to facilitate bouncingby the occupant, with the aid of a caregiver or by other means.Intended occupants are infant

5、s who have not developed theability to sit up unassisted (approximately 0 to 6 months ofage).1.3 This consumer safety specification is intended to mini-mize the risk of injury to an occupant resulting from normaluse and reasonably foreseeable misuse or abuse of an infantbouncer seat.1.4 No infant bo

6、uncer seat produced after the approval dateof this consumer safety specification shall, either by label orother means, indicate compliance with this specification unlessit conforms to all requirements contained herein.1.5 This consumer safety specification is not intended toaddress incidents and inj

7、uries resulting from the interaction ofother persons with the occupant in an infant bouncer seat or theincidents resulting from abuse or misuse by other children.1.6 The test values in inch-pound units stated in thisspecification are to be regarded as the standard. Terminology3.1 Definitions:3.1.1 conspicuous, adjlabel that is visible, when theinfa

17、nt bouncer seat is in a manufacturers recommended useposition, to a person standing near the infant bouncer seat atany one position around the infant bouncer seat but is notnecessarily visible from all positions.3.1.2 cord, nlength of slender, flexible material includingmonofilaments, rope, woven an

18、d twisted cord, plastic andtextile tapes, ribbon, and those fibrous materials commonlycalled string.3.1.3 dynamic load, napplication of an impulsive forcethrough free fall of a weight.3.1.4 fabric, nany woven, knit, coated, laminated, ex-truded, or calendered flexible material that is intended to be

19、sewn, welded, heat sealed, or glued together as an assembly.3.1.5 manufacturers recommended use position(s), nanyposition that is presented as a normal, allowable, or acceptableconfiguration for the use of the product by the manufacturer inany descriptive or instructional literature. 22、uing.3.1.10 static load, nvertically downward force applied bya calibrated force gage or by dead weights.4. Calibration and Standardization4.1 All testing shall be conducted on a concrete floor, whichmay be covered with18-in. (3-mm) thick vinyl flooring cover,unless the test instructs differently.4.

23、2 The product shall be completely assembled, unlessotherwise noted, in accordance with the manufacturers in-structions.4.3 No testing shall be conducted within 48 h of manufac-turing.4.4 The product to be tested shall be in a room with anambient temperature of 73 6 9F (23 6 5C) for at least onehour

24、prior to testing. Testing shall then be conducted withinthis temperature range.4.5 All testing required by this specification shall be con-ducted on the same infant bouncer seat.5. General Requirements5.1 Hazardous Sharp Points and EdgesThere shall be nohazardous points or edges as defined by 16 CFR

25、 1500.48 and16 CFR 1500.49 before and after testing to this consumersafety specification.5.2 Small PartsThere shall be no small parts as defined by16 CFR 1501 before testing or liberated as a result of testing tothis specification.5.3 LeadThere shall be no lead-containing paint as de-fined by 16 CFR

26、 1303.5.4 Banned ArticlesThere shall be no banned toys orother banned articles as defined by 16 CFR 1500.18(a)(6) and16 CFR 1500.86(a)(4).5.5 Wood PartsPrior to testing, any exposed wood partsshall be smooth and free from splinters.5.6 Latching or Locking MechanismsIf the infant bouncerseat is desig

The latching orlocking device shall remain engaged and operative aftertesting.5.7 Scissoring, Shearing, and PinchingA product, whenin any manufacturers recommended use position(s), shall bedesig

29、ned and constructed so as to prevent injury to theoccupant from any scissoring, shearing, or pinching whenmembers or components rotate about a common axis orfastening point, slide, pivot, fold, or otherwise move relative toone another. Scissoring, shearing, or pinching that may causeinjury shall not

30、 be permissible when the edges of any rigidparts admit a probe greater than 0.210 in. (5.33 mm) and lessthan 0.375 in. (9.52 mm) in diameter at any accessible pointthroughout the range of motion of such parts.5.8 OpeningsHoles or slots that extend entirely through awall section of any rigid material

31、 less than 0.375-in. (9.53-mm)thick and admit a 0.210-in. (5.33-mm) diameter rod shall alsoadmit a 0.375-in. (9.53-mm) diameter rod. Holes or slots thatare between 0.210-in. (5.33-mm) and 0.375-in. (9.53-mm) andhave a wall thickness less than 0.375-in. (9.53-mm), but arelimited in depth to 0.375-in.

32、 (9.53-mm) maximum by anotherrigid surface shall be permissible (see Fig. 3). The product shallbe evaluated in all manufacturers recommended use positions.5.9 Exposed Coil SpringsAny exposed coil spring that isaccessible to the occupant, having or capable of generating aspace between coils of 0.210

33、in. (5.33 mm) or greater duringstatic load testing in accordance with 7.4.2 shall be covered orotherwise designed to prevent injury from entrapment.5.10 Protective ComponentsIf a child can grasp compo-nents between the thumb and forefinger or between teeth, (suchas caps, sleeves, or plugs used for p

34、rotection from sharp edges,points, or entrapment of fingers or toes), or if there is at leasta 0.040-in. 35、els and Warnings:5.11.1 Warning labels (whether paper or non-paper) shall bepermanent when tested in accordance with 7.7.1-7.7.3.5.11.2 Warning statements applied directly onto the surfaceof the product by hot stamping, heat transfer, printing, woodburning, etc. shall be permanent when tested in acc

36、ordancewith 7.7.4.5.11.3 Non-paper labels shall not liberate small parts whentested in accordance with 7.7.5.5.12 ToysToy accessories attached to, removable from, orsold with an infant bouncer seat, as well as their means ofattachment, must meet applicable requirements of Specifica-tion F 963.6. Per

37、formance Requirements6.1 Restraint System:6.1.1 A restraint system shall be provided to secure a childin any of the manufacturers recommended use positions.6.1.2 The restraint system shall include both a waist andcrotch restraint, where the crotch restraints use is mandatorywhen the waist restraint

38、is in use.6.1.3 The anchorages for the restraint system shall notseparate from their attachment points when tested in accor-dance with 7.1.6.2 Stability:6.2.1 Forward StabilityThe infant bouncer seat shall nottip over when tested in accordance with 7.2.2. If the stabilitytest fixture touches the tes

39、t surface and prevents the productfrom tipping over, retest the product near the edge of anelevated test surface to allow the product to tip.6.2.2 Sideward and Rearward StabilityThe infant bouncerseat shall not tip over when tested in accordance with 7.2.3-7.2.6.6.3 Slip Resistance:6.3.1 Dynamic Sli

40、p ResistanceThe infant bouncer seatshall not slip more than12 in. (13 mm) when tested inaccordance with 7.3.4.NOTE 1As this is a dynamic impact test, the12 in. allows for a smallamount of settling prior to the feet gripping.6.3.2 Static Slip ResistanceThe infant bouncer seat shallnot slip more than1

41、8 in. (3 mm) when tested in accordancewith 7.3.5-7.3.9.6.4 Structural IntegrityAt test conclusion, there shall beno failure of seams, breakage of materials, or changes ofadjustments that could cause the product not to fully supportthe child or create a hazardous condition as defined in Section5.6.4.

42、1 Dynamic LoadThe infant bouncer seat shall notcreate a hazardous condition as defined in Section 5 whentested in accordance with 7.4.1.6.4.2 Static LoadThe infant bouncer seat shall not createa hazardous condition as defined in Section 5 when tested inaccordance with 7.4.2.6.5 Disassembly/CollapseT

43、he infant bouncer seat shallnot disassemble or collapse when tested in accordance with7.5.6.6 Drop TestThe infant bouncer seat shall not create ahazardous condition as defined in Section 5 when tested inaccordance with 7.6.7. Test MethodsNOTE 2The tests described in 7.1 through 7.6 are to be perform

44、ed inthe order specified without refurbishing or repositioning of adjustments, ifany.7.1 Restraint System:7.1.1 Secure the infant bouncer seat so that it can not movevertically or horizontally.7.1.2 Apply a force of 45 lbf (200 N) to a single attachmentpoint of the restraint system in the normal use

45、 direction(s) thatstress would be applied to the attachment. Gradually apply theforce within a period of 5 s and maintain for an additional 10s.NOTE 3This is in accordance with Specification F 404.7.1.3 Repeat 7.1.2 for each attachment point of the restraintsystem and fastening device.7.2 Stability:

46、Forward Stability7.2.1 Stability Test Fixture:7.2.1.1 The stability test fixture is to be constructed of34-in.(19-mm) plywood or the equivalent of such product.7.2.1.2 The fixture should be constructed according to Fig.4.7.2.2 Test Procedure:7.2.2.1 Establish the restraint system adjustment by placi

47、ngthe CAMI Infant Dummy, Mark II (see Fig. 1) in the infantbouncer seat, fastening the restraint system in accordance withthe manufacturers instructions, and removing the dummy.7.2.2.2 Insert the stability test fixture into the bouncer andpull forward to remove any slack in the crotch restraint.7.2.

48、2.3 Use a force gage to apply a static load of 21 lbf (93N) vertically downward on the stability test fixture in thelocation designated on the drawing (5-in. (130-mm) in front ofthe crotch post.) within a period of 5 s and maintain for anadditional 60 s (see Fig. 5)NOTE 4The 21-lb load is equivalent

49、 to the weight of a 95th percentile6-month-old.NOTE 5It is believed that forward tipovers occur when the child isleaning forward. The test calls for the weight to be placed 5 in. in front ofthe crotch post. When the CAMI Infant Dummy, Mark II, is bent forwardto where the head touches the toes, the center of mass is approximately 3in. in front of the crotch. Two additional inches were added as a factor ofsafety.7.2.2.4 The test surface shall be an impregnated high-pressure laminate of unspecified color with a smooth mattefinish.
