2、s recommendation deals with the commercial and market aspects of Broadband Services. The broadband system is assumed to provide Broadband Services. Broadband Services are considered to be services: - with bit rates greater than 64 kbit/s, - or bandwidth greater than 3.1 kHz, - that are capable of tr

3、ansmitting signals up to and including the needs of television services. It is also understood that broadband systems can be provided on any suitable communication system such as cable, microwave, satellite, etc. “The European Conference of Posts and Telecommunications Administrations, O considering

4、 That the Broadband Services can attract residential customers as well as business customers. For residential customeias the following opportunities are identified so far: k Access to a wider choice of television programmes such as: - greater number of programme sources, - access to a large range of

5、 videobased information, - greater choice of the time of reception of programmes. - entertainment, - education, - teleshopping, - etc. -k Access to interactive television services providing: k Access to high quality audio transmission, e.g. music. k Videotelephony. k In the longer term the possibili

6、ty of electronic stored documentation including remote printing of newspapers. There is strong and established competition from off-air television transmission, existing cable TV systems, and video recorders. Financial commitments as well as reluctance to change may make it difficult for Broadband S

7、ervices to capture this market. Note: In considering residential customers, professional users of telecommunication services working at home are excluded. These requirements are included in the business customers requirements (see below). The opportunities identified for the business customers in ad

8、dition to some of the opportunities mentioned above for the residential customers are as follows: k Bulk data transmission. k High-capacity point-to-point intercommunication including interconnection of PABXs and LANs. k High-capacity access to switching points for various services such as O - Video

9、conferencing, - Business Services by Satellite (BSS). In the business area there is growing competition to the Broadband Services from individual narrow-band services, private point-to-point links and other systems such as BSS. The matters described in CEPT Recommendation T/SF 47 “Services Appropria

10、te to Systems” should also be taken into account. CEPT T/SF*43*E 86 W 2326414 0009389 T T/SF 43 E Page 2 CEPTrecommends That when considering the introduction of broadband systems Administrations should have regard for: - the immediate opportunities of the business markets; - the market opportunity

11、that could be developed in the long term in the residential area by displacing the present competition; - the overlapping of such systems with the markets for ISDN and BSS as well as earlier systems and hence the need to assess possible migrations of traffic between systems and the effect of this mi

12、gration upon broadband system viability ; - the need for interconnection between countries where the transmission facilities are different (e.g. hierarchical bit-rate differences such as 2 Mbit/s in Europe to be connected to 1.5 Mbit/s in North America); - the need for the facility to internationall

13、y interconnect Broadband Services employing incompatible coding (e.g. for videoconferences between Europe and North America or Japan where incompatible codecs may be used); - the possible need to provide customers with supplementary services to use in connection with Broadband Services; however, suc

14、h supplementary services need further study; - the need for a statement of the minimum quality of service parameters necessary to satisfy the market demand for Broadband Services; these may be different from those identified for other services and may will influence the costs for the provision of th

15、e system. That to assure international service Administrations should provide only CCITT or CEPT standardized Broadband Services. This standardization should include all aspects of the services such as bit rates (digital bearer services) or bandwidths (analogue bearer services), signalling protocols

16、, etc. That Administrations should relate the variety of Bearer Services provided to market demand in order to ensure that competitive prices are possible. That charging facilities should provide the flexibility to relate charges to costs and the meeting of competition.” Appendix: A provisional list
