4、ord This standard includes safety requirements. This standard has been prepared by Technical Committee CEN/TC 274 “Aircraft ground support equipment” (Secretariat: DIN, Germany). The responsible German body involved in its preparation was the Normenausschuss Luft- und Raumfahrt (Aerospace Standards
5、Committee), Technical Committee NA 131-08-02 AA Bodengerte. This standard contains specifications meeting the essential requirements set out in Annex I of the “Machinery Directive”, Directive 98/37/EC (valid until 28 December 2009), and the “revised Machinery Directive”, Directive 2006/42/EC, which
6、takes effect on 29 December 2009, and which apply to machines that are either first placed on the market or commissioned within the EEA. This standard serves to facilitate proof of compliance with the essential requirements of the directives. Once this standard is cited in the Official Journal of th
7、e European Union, it is deemed a “harmonized” standard and thus, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive (“presumption of conformity”). DIN EN 12312-15:2009-08 EN 12312-15:2006+A1:2009 (E) 4 Introduction This European Standard defines health and safety requirements as well as some functional and performance requirements for baggag
32、e and equipment tractors intended for towing equipment and baggage/cargo trailers on airports. The minimum essential criteria are considered to be of primary importance in providing safe, serviceable, economical and practical baggage and equipment tractors. Deviations from the recommended criteria s
33、hould occur only after careful consideration, extensive testing, risk assessment and thorough in service evaluation have shown alternative methods or conditions to be satisfactory. This European Standard is a Type C standard as stated in !EN ISO 12100“. The machinery concerned and the extent to whic
34、h hazards, hazardous situations and events are covered are indi-cated in the scope of this European Standard. When provisions of this type C standard are different from those stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other stan
35、dards, for machines that have been de-signed and built according to the provisions of this type C standard. DIN EN 12312-15:2009-08 EN 12312-15:2006+A1:2009 (E) 5 1 Scope This European Standard specifies the technical requirements to minimise the hazards listed in Clause 4 which can arise during the
36、 commissioning, operation and maintenance of baggage and equipment tractors, when used as in-tended and under the conditions of misuse which are reasonably forseeable by the manufacturer or his authorised representative. It also takes into account some performance requirements recognised as essentia
37、l by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and handling agencies. This European Standard applies to self-propelled baggage and equipment tractors with driver accommodation. Examples of some typical baggage and equipment tractors are shown in Annex
38、 A. This European Standard does not apply to pedestrian controlled equipment. Noise and vibration are dealt with respectively in EN 1915-4 and EN 1915-3. This European Standard does not deal with hazards in respect to a standard automotive chassis and from other vehi-cles on the apron. This Part of
