The responsible German body involved in its preparation was the Normenausschuss Luft- und Raumfahrt (Aerospace Standards Commi

This standard contains specifications meeting the essential requirements set out in Annex I of the “Machinery Directive”, Directive 98/37/EC (valid until 28 December 2009), and the “revised Machinery Directive”, Directive 2006/42/EC, which takes
6、 effect on 29 December 2009, and which apply to machines that are either first placed on the market or commissioned within the EEA. This standard serves to facilitate proof of compliance with the essential requirements of the directives. Once this standard is cited in the Official Journal of the Eur
7、opean Union, it is deemed a “harmonized” standard and thus, a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive (“presumption of conformity”). 31、This European Standard specifies health and safety requirements, as well as some functional and performance requirements for maintenance stairs and platforms including a built-in source of power (see Clause 1, Scope) intended for maintenance purposes on all aircraft types commonly in service in civi
32、l air transport. The minimum essential criteria are considered to be of primary importance in providing safe, serviceable, economical and practical maintenance stairs and platforms. Deviations from the recommended criteria should occur only after careful consideration, extensive testing, risk assess
33、ment and thorough service evaluation have shown alternative methods or conditions to be satisfactory. This European Standard is a Type C standard as stated in !EN ISO 12100“. The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the sco
34、pe of this document. When provisions of this type C standard different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions o
35、f this type C standard. DIN EN 12312-8:2009-08 EN 12312-8:2005+A1:2009 (E) 5 1 Scope This European Standard specifies the technical requirements to minimise the hazards listed in Clause 4 which can arise during the commissioning, operation and maintenance of maintenance stairs and platforms when car
36、ried out in accordance with the specifications given by the manufacturer or his authorised representative. It also takes into account some performance requirements recognised as essential by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and maintenance an
37、d handling agencies. This European Standard applies to: self-propelled maintenance stairs and platforms; towable maintenance stairs and platforms equipped with powered means, e.g. for height adjustment, stabi-lizers, designed for aircraft maintenance purposes including access to the aircraft (Exampl
38、es see Annex A). NOTE 1 Powered should be also understood as manual effort stored in springs or hydraulic accumulators, etc., the danger-ous action of which can be produced or can continue after the manual effort has ceased or directly applied manual effort for lifting or lowering loads. NOTE 2 Thos
39、e clauses of this European Standard that can apply may also be used as a guideline for the design of towable maintenance stairs and platforms without powered means. This European Standard does not apply to: maintenance docks either fixed to the ground or moveable only for docking procedure. This Eur
40、opean Standard does not establish requirements for noise and vibration. Noise and vibration are dealt with respectively in EN 1915-4 and EN 1915-3. This European Standard does not deal with hazards in respect to a standard automotive chassis and from other vehicles on the apron. This Part of EN 1231
