SCOPE 1.1 Scope. This commercial item description covers the
2、requirements for cotton wadding to be used when packing furniture for shipment. 2. SALIENT CHARACTERISTICS 2.1 Characteristics. The wadding shall be fabricated from clean cotton fibers, natural or colored, utilizing card strippings, mill waste, or reworked stock. The reworked stock shall be carded,
3、garnetted, or laid to produce continuous, unbroken layers of uniform thickness. A bonding agent shall be uniformly applied to both sides of the wadding to sufficiently stabilize it during handling, and to prevent it from tearing. The wadding shall have a minimum wi
6、dth of 32.0 inches, and a weight of 5.3 ounces per square yard when tested in accordance with FED-STD-191 method 5040 (full width short specimen method), and a minimum thickness of 0.10 inches when tested in accordance with ASTM D-1777. Additional test methods, if applicable, shall be as specified i
7、n the contract or purchase order. 2.2 Labels. The wadding shall be labeled in accordance with commercial practices and shall contain the following information: contractors name, contract number, and National Stock Number (NSN) . 3. REGULATORY REQUIREMENTS 3.1 Requlatory reauirements. The offeror/con
8、tractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 4. QUALITY ASSURANCE PROVISIONS 4.1 Certification. The contractor shall certify and maintain substantiating evidence that the product o
9、ffered meets the salient characteristics of this commercial item description; and conforms to the producers own drawings, specifications, standards, and quality assurance practices; and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require p
10、roof of such conformance prior to first delivery and thereafter as may be otherwise proviced for under the provisions of the contract. 4.2 Market acceptability criteria. The item offered must have been sold to the commercial market or to the Government, and the contractor shall certify and provide s
11、upporting documentation as to its serviceability and the long term (five years) availability of all necessary maintenance and logistics support parts and materials. 4.3 Warranty. The item offered shall include the standard warranty given to the commercial market beginning with the date of delivery o

Each roll of wadding shall be examined for the defects listed below. 4.4.1 Defects. Any hole, cut, tear, or co
13、lor not as specified; any thin or uneven areas, weight not as specified; any spot or stain (outside); label missing, incorrect, or illegible; width not as specified; any presence of metallic objects; bonding agent omitted or not uniformly applied; item not packaged as specified in the contract or pu
14、rchase order. 4.5 Dimensional examination. The finished wadding shall conform to the dimensions specified. Any length found to be less than the minimum specified or more than 2 yards less than the length marked on the roll ticket shall be considered a length defect. If the total of the actual length
15、s of the rolls is less than the total of the lengths marked on the roll tickets, the lot shall be rejected. The sample unit shall be one linear yard. 5. PACKAGING 5.1 Preservation, packinq, and markinq. The preservation, packing, and marking shall be as specified in the contract or purchase order. 6
