20、. 9 Performance requirements 9.1 Duty The specification should - safe shutdown; - safe emergency shutdown; - safe shutdown from overspeed or representative thereof; - function test of protection system. * 9.3 Equipment margins The specification should identify required equipment margins. 9.4 Availab

21、ility The specification may spedfy availabilitg requirements. In order to demonstrate corlformity with UzeSe requirements, the specification may request the supplier to use data on availability, reliability and maintainability to camy out an analysis to show that the target availability WU be met. 22、etails for defining availability of the WTGS should be agreed between supplier and purchaser. 9.5 Levels of component redundancy The specification may define requirements fn- component redumncy. l%se requinmats may provide either additional operational security OT cover extrema of operating conditio

25、ion The specification may state the requirements for noise knits both lod to and remote from the WTGS. The supplier should meet these through provision of quiet equipment and acoustic insulation. The specification should state that noise from braking, yaw and change over between various generator sp

26、eeds should be kept at a minimum. The specification should state that no vibrations are acceptable in the wind turbine which may influence the function of the system. 10.1.2 Maintenance features The specification may define certain design features to ailow safe working above ground, e.g. safety belt

27、s or provision for blocking of the rotor. The tenderer may offer alternative features, but these should be justjfied by additional information or references. 10.1.3 Measuring and sampling points The specification may define where measuring and sampling points for tests during the lvetime of the equi

28、pment should be prowied. The specification should indicate the type of peflormance tests (see clause 17) and mutine tests to be carried out, but the supplier should use qrmkme of sim2lar equipment supplied to mure that adequate provision is made for testing in the design of the equipment. 10.1.4 Leg

29、islation measurement points The specification should mrrruLy define the legislation and codes of pmct2ce for which operating datu are required and the provision for memurement and/or sampling points to aUow these duta to be obtained. NOTE Emissions, noise, vibration and tempemture measurement are fr

36、ngmat drawings and assembly dmwings, if necessary for functional clearance inspection. The specification may request supporting infmtwn reganling the construction programme, major cid works, design submissions, design studies, construction studies, reliability studies, test procedures, cmnmiss2oning

37、 procedures, opemting and maintenance instructions and quality control iromzation. The specmation may spectfy the general layout of aU documts (to be tramitted or made available) and provide specific schedules for completion by the supplier. The specification should define the method of data tmnsfw

38、(sofcware compatibility), its form (paper, microfiche, electronic), the addresses to which they should be sent, the number of copies and status notation (i.e. prohW, definitive, find). 39、on, regulations, standards and further requirements 13.1 Legislation and regulations The intemational, nationai and local legislation and regulations hawing significant iqjluence on design of the equipment should be identifid in the enquiry. These may include health and safety requirements, environm

40、ental protection and waste disposal and planning constmints. The enquiry should also ikntify spdfic construction features and site activities covered by local legislution. lR enquiry should state that such iMormation is not necessarily exhaustive and does not modgy the kgal obligations of the suppli

41、er. 13.2 Standards The specification should identify those standards whose use is obligatory and other standards or codes with which the equipment should comply, if any. The purchaser may as the tenderer to define other standards or codes, in addition to those identgied in the specification, applica

42、ble to the tender. 13.3 Further requirements The purchaser% own guidelines for design, manufacture and construction may be specifkd. NOTE Attention is drawn to European, national and/or local legislation which muy place restr.ctions in this area. The specification should define the units of memureme

43、nt to be employed in the tender and the contract. 14 Evaluation criteria 14.1 General NOTE European legislation esgne to promote the Sngle Market identfes some critena on which th contracting parties mug base the award of contracts. 45、h have to be operable for comrni.ssioning of OW plant; - definition of the commissioning process and the wessaq documentation required. 17 Verification of specified performance 17.1 General Tests will, in general, be required on the equipment at various stuges of the contract to - noise imp* - furth

46、er performance tests over an extended period The specification may &o define a period during which the equipment should opemte to sphfied levels oJ for example, target eflhmcy ador target availabilitg and/or target absorbed power and usage of consumableS. The nature and frequency of testing to dfy t
