13、tries” of the International Organization for Standardization (ISO) and has been taken over as EN ISO 15544:2010 by Technical Committee CEN/TC 12 “Materials, equipment and offshore structures for petroleum, petrochemical and natural gas industries” the secretariat of which is held by AFNOR. This Euro

14、pean Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by September 2010, and conflicting national standards shall be withdrawn at the latest by September 2010. 23、uccessful development of the arrangements required to promote safety and environmental protection duringthe recovery of hydrocarbon resources requires a structured approach to be applied to the identification andassessment of the hazards which may be present during the various phases in the lifecycl

24、e of an offshoreinstallation. These principles also apply to the development of the strategy, arrangements and procedures requiredto respond to emergencies. An understanding of the hazards can be achieved by the application of ISO 17776 4,which gives guidelines for the processes of hazard identifica

25、tion and assessment for the offshore industry.The content in this International Standard on escape, refuge, evacuation and rescue is consistent with the contentof ISO 13702 1 but addresses in more detail how these aspects are built into development of emergencyresponse measures.This International St

26、andard has been prepared primarily to assist in the development of new installations, and assuch it may not be appropriate to apply some of the requirements to existing installations. Retrospective applicationof this International Standard should only be undertaken where it is reasonable to do so. D

27、uring the planning of amajor change to an installation there may be more opportunity to implement the requirements, and a careful reviewof this International Standard should be undertaken to determine those clauses which can be utilized in the change.This International Standard is based on an approa

28、ch where the selection of measures for emergency response isdetermined by an evaluation of hazards on the offshore installation. The methodologies employed in thisassessment and the resultant recommendations will differ depending on the complexity of the production processand facilities, type of fac

29、ility (i.e. open or enclosed), manning levels, and the environmental conditions associatedwith the area of operation.The verbal form “shall” indicates provisions that are mandatory and “should” indicates provisions to be considered.Users of this International Standard should note that, while observi

30、ng its requirements, they should at the sametime ensure compliance with such statutory requirements, rules and regulations as may be applicable to theindividual offshore installation concerned.The principal objectives of this International Standard are to describe both the approach to be used and im

31、portantconsiderations in determining the emergency response measures that are required on an offshore installation inorder to:Gbe assure the safety of all personnel;Gbe minimize impact on the environment;Gbe minimize impact on assets and operations.The technical guidance in clauses 4 to 13 of this I

32、nternational Standard is arranged as follows:Objectives identify the goals to be achieved by the emergency response measures being described.Functional requirements represent the minimum conditions which shall be satisfied to meet the stated objectives.The functional requirements are performance-ori

33、entated measures and, as such, should be applicable to thevariety of offshore installations utilized for the development of hydrocarbon resources throughout the world.Guidelines describe recognized practices which should be considered in developing the measures for emergencyresponse. 37、s used for the development of offshore hydrocarbon resources. It is applicable tofixed offshore structures or floating production, storage and off-take systems.NOTE For mobile offshore units, the ER plans developed in conformance with the requirements and recommendations ofthe International Maritime

38、 Organization (IMO) are generally adequate for the normal, independent operation of the unit in mostlocations. The following aspects of ER planning are generally not addressed by IMO and should be specially considered:Gbe area evacuation, e.g. precautionary evacuation in areas of tropical revolving
