26、opean Trunked Radio (TETRA). Stage 1 is an overall service description from the users point of view but does not deal with the details of the human interface itself. The present document specifies the service description of the supplementary service and the procedures to be expected with successful

27、and unsuccessful outcomes. In addition the present document specifies the interactions with other TETRA supplementary services and inter-working considerations. Charging principles are outside the scope of the present document. The SS-BIC supplementary service enables barring restrictions for incomi

38、pecification 4.1 Description 4.1.1 General description Barring of Incoming Calls (BIC) is the facility whereby certain incoming CE Is sh 1 be barred. The barring can be set up and altered by the service provider. The authorized user may set and remove barrings of the affected users. The barring of i

39、ncoming calls is defined as ranges of barred numbers. Barring can be excluded for closed user groups and individual numbers inside the barred ranges of numbers as exceptions. These ranges and exceptions may be applied independently to each service: circuit mode speech service, circuit mode data serv

40、ice and Short Data Service (SDS). ETSI 9 ETSI EN 300 392-10-19 V1.2.1 (2002-09) The service provider may define certain numbers such as emergency numbers to remain outside of barring even though they are within the barred ranges of numbers. 4.1.2 Qualifications on applicability to telecommunication

41、services This supplementary service may be applicable independently to all TETRA circuit mode teleservices and bearer services and the short data service. 4.2 Procedures 4.2.1 Provision/Withdrawal Provision and withdrawal of SS-BIC to the affected user shall be by pre-arrangement with the service pr

42、ovider. The provision of the service shall be on a per TETRA Individual TETRA Subscriber Identity (ITSI)/Group TETRA Subscriber Identity (GTSI) basis. The authorized user and affected user(s) shall be defined upon provision. The service provider may withdraw this service at any time without a prior

43、announcement. 4.2.2 Normal procedures 4.2.2.1 Activation, deactivation, definition, registration, interrogation and cancellation 4.2.2. I. 1 Activation/Deactivation The authorized user may activate/deactivate the SS-BIC barrings by definition process. This service may be permanently activated upon p

44、rovision and deactivated upon withdrawal. 4.2.2.1.2 Definition The authorized user may be able to set and remove barring for those affected users defined upon provision. 4.2.2.1.3 Registration The registration process shall take place upon provision and shall allow the identification of authorized u

45、sers. 4.2.2.1.4 Interrogation The infrastructure may provide interrogation for authorized users on the same affected users as the authorized user is allowed to use definition of barring. If interrogation is provided, SwMI shall support interrogation per affected user number. 4.2.2.1.5 Cancel lati on

46、 Not applicable. 4.2.2.2 Invocation and operation The supplementary service shall be invoked by the infiastructure as a result of an incoming basic service request. As an implementation option the calling user may receive an indication of the reason for the failure of the call andor a notification i

47、ndication. The incoming call shall not be offered to the served user. NOTE: The ability of the served user to originate calls is not affected by SS-BIC and he may call to numbers barred as incoming calls. I. 1 Activation/Deactivation Activation and deactivation is performed upon definition and there no additional exceptional procedures for activation nor deactivation. 4.2.3.1.2 Definition If the infiastructure cannot a

49、ccept a definition request then the cause shall be returned to the requesting user. Possible causes may be: - - - user not authorized; - unknown TETRA identity; - parameters not valid; or - insufficient information. request failed for any reason; accepted, but definition values changed by SwMI; 4.2.3.1.3 Registration Not applicable. 4.2.3.1.4 Interrogation If the SwMI cannot accept an interrogation request, the interrogating user shall receive a notification that SS-BIC interrogation was unsuccessful.
