6、olume of knowledge and facts relating to building constructionas they pertain to the regulations set forth in the 2012 International Green Construction Code. The person who is serious abouteffectively designing, constructing and regulating buildings and structures will find the Commentary to be a re

7、liable data sourceand reference for almost all components of the built environment.As a follow-up to the International Green Construction Code, we offer a companion document, the International Green Con-struction Code Commentary. The basic appeal of the Commentary is that it provides in a small pack

8、age and at reasonable costthorough coverage of many issues likely to be dealt with when using the International Green Construction Codeand then sup-plements that coverage with historical and technical background. Reference lists, information sources and bibliographies arealso included.Throughout all

9、 of this, strenuous effort has been made to keep the vast quantity of material accessible and its method of pre-sentation useful. With a comprehensive yet concise summary of each section, the Commentary provides a convenient referencefor regulations applicable to the construction of buildings and st

10、ructures. In the chapters that follow, discussions focus on the fullmeaning and implications of the code text. Recommendations suggest the most effective method of application, and the conse-quences of not adhering to the code text. Illustrations are provided to aid understanding; they do not necess

11、arily illustrate theonly methods of achieving code compliance.The format of the Commentary includes the full text of each section, table and figure in the code, followed immediately by thecommentary applicable to that text. At the time of printing, the Commentary reflects the most up-to-date text of

12、 the 2012 Inter-national Green Construction Code. Each sections narrative includes a statement of its objective and intent, and usually includesa discussion about why the requirement commands the conditions set forth. Code text and commentary text are easily distin-guished from each other. All code

13、text is shown as it appears in the International Green Construction Code, and all commentaryis indented below the code text and begins with the symbol . All code figures and tables are reproduced as they appear in theInternational Green Construction Code. Commentary figures and tables are identified

14、 in the text by the word “Commentary,”and each has a full border.Readers should note that the Commentary is to be used in conjunction with the International Green Construction Code andnot as a substitute for the code. 28、COPE AND APPLICATIONSECTION 101GENERALA 101.1 Title. These regulations shall be known as theGreen Construction Code of NAME OF JURISDICTION herein-after referred to as “this code.”The purpose of this section is to identify the adoptedregulations by inserting the name of the adoptingjurisdiction into

29、 the code.101.2 General. This code is an overlay document to be usedin conjunction with the other codes and standards adopted bythe jurisdiction. This code is not intended to be used as astandalone construction regulation document and permits arenot to be issued under this code. This code is not int

30、ended toabridge or supersede safety, health or environmental require-ments under other applicable codes or ordinances.Administratively, the code is conceived to work as anoverlay to other International Codes. It is not intendedto be used as a standalone construction regulationdocument. It depends on

31、 other International Codes toprovide administrative requirements for permits, con-struction documents and inspections, as well as tooutline the duties of the code official. It is not intendedto supersede, replace or abridge the safety, health orenvironmental provisions of other International Codesor

32、 other ordinances that may be in effect in a jurisdic-tion.101.3 Scope. The provisions of this code shall apply to thedesign, construction, addition, alteration, change of occu-pancy, relocation, replacement, repair, equipment, buildingsite, maintenance, removal and demolition of every buildingor st

33、ructure or any appurtenances connected or attached tosuch buildings or structures and to the site on which thebuilding is located. Occupancy classifications shall be deter-mined in accordance with the International Building Code(IBC).Exceptions:1. The code shall not apply to items 1.1, 1.2 and 1.3ex

34、cept where the jurisdiction adopts the jurisdic-tional requirements of Section 302.1, Item 1, for res-idential buildings.1.1. Detached one- and two-family dwellingsand multiple single-family dwellings (town-houses) not more than three stories in heightabove grade plane with a separate means ofegress

35、, their accessory structures, and thesite or lot upon which these buildings arelocated.1.2. Group R-3 residential buildings, their acces-sory structures, and the site or lot uponwhich these buildings are located.1.3. Group R-2 and R-4 residential buildingsfour stories or less in height above gradepl

36、ane, their accessory structures, and the siteor lot upon which these buildings arelocated.2. The code shall not apply to equipment or systemsthat are used primarily for industrial or manufactur-ing.3. The code shall not apply to temporary structuresapproved under Section 3103 of the InternationalBui

37、lding Code.4. Where ASHRAE 189.1 is selected in accordance withSection 301.1.1, ASHRAE 189.1 shall not apply tobuildings identified in Exceptions 1 through 3.The scope establishes when the regulations con-tained in the code must be followed, whether all or inpart. For the code to be applicable, some

38、thing musthappen: a new building must be constructed, anexisting building must be modified or an existingstructure becomes unsafe and must be brought intocompliance.The code is applicable to the following, with excep-tions: New building and building site design andconstruction;Alterations and additi

39、ons to, and maintenanceand demolition of, existing buildings; andChanges of occupancy (see Chapter 10).Chapter 1:Scope and AdministrationGeneral CommentsWhen adopted by a jurisdiction, the code is a legal doc-ument that regulates the construction of high-perfor-mance commercial buildings, structures

40、 and systems,including existing buildings subject to alterations andadditions, utilizing both traditional and innovative con-struction practices. Provisions for application, enforce-ment and administration are addressed in Chapter 1.SCOPE AND ADMINISTRATION1-2 2012 INTERNATIONAL GREEN CONSTRUCTION C

41、ODE COMMENTARYException 1 exempts the following types of resi-dential buildings and occupancies, except where thejurisdiction indicates in Table 302.1 that it will regu-late these buildings and occupancies in accordancewith ICC 700, National Green Building Standard:Low-rise residential buildings tha

42、t fall under thescope of the International Residential Code(IRC).All Group R-3 occupancies.Group R-2 and R-4 residential occupancies thatare three stories or less in height.Occupancy classifications and what qualifies as atemporary structure must be determined in accor-dance with the requirements of

43、 the InternationalBuilding Code(IBC).See the commentary to Section 302.1 for additionalrequirements related to the application of ICC 700 toException 1.In accordance with Exceptions 2 and 3, respec-tively, the code is not applicable to equipment or sys-tems that are used for manufacturing or industr

44、ialpurposes, nor is it applicable to temporary structuresthat comply with Section 3103 of the IBC.Exception 4 to Section 101.3 of the code, as well asSection 301.1.1, allows owners or owners agents tocomply with the requirements of ASHRAE 189.1,Standard for the Design of High-performance, GreenBuild

45、ings Except Low-rise Residential Buildings, inlieu of the requirements of the code, except that theadministrative provisions of Chapter 1 of the coderemain in force. The limitations of Exception 1 for res-idential buildings and occupancies apply to buildingsdesigned in accordance with ASHRAE 189.1 a

46、s well.See the commentary to Section 101.3.1 for a similaroption for owners and owners agents to comply withICC 700 in lieu of the code requirements for certainGroup R-2 or R-4 (residential) occupancies that areunaffected by Exception 1.Note that Section 101.3 does not exclude Group R-1 occupancies

47、from the scope of the code in any way;therefore, R-1 occupancies of all heights, includingthose three stories or less in height, are regulated bythe code. ASHRAE 189.1 cannot be applied to GroupR-1 occupancies that are three stories or less inheight, or any residential building that is three stories

48、or less in height, as they are not within the scope ofASHRAE 189.1. Also note that ICC 700 is not avail-able as a compliance option in the code for Group R-1 occupancies.101.3.1 Residential construction. In lieu of the requirementsof this code the following shall be deemed-to-comply withthis code:1.

49、 Group R-2 and R-4 residential buildings five stories ormore in height above grade plane, their accessory struc-tures, and the site or lot upon which these buildings arelocated that comply with ICC 700, with a minimumenergy efficiency category requirements of the Silverperformance level or equivalent.2. Group R-2 and R-4 portions of mixed use buildings thatcomply with IC
