SCOPE. 1.1 This commercial item description (CID) covers the requirements for pneumatic-tired, diesel engine driven, “DS“ safety rated, rough terrain forklift trucks for use on board
3、 marine (shipboard) vessels. 1.2 Intended Use. Each type of truck described herein is intended to be used aboard marine vessels for the purpose of stacking, unstacking, and transporting palletized loads, some of which may consist of ordnance. 2. CLASSIFICATION. The trucks shall be of the following c
4、lassifications: TYPE I: 6,000 pound capacity at 24 inch load center. TYPE II: 10,000 pound capacity at 24 inch load center. 3. SALIENT CHARACTERISTICS. 3.1 Confisuration. In addition to the other requirements stated in this CID, each truck must meet the characteristics listed in Table 1. Beneficial

The truck shall be pneumatic tired, diesel engine driven, DS safety rated, 4-wheel drive, rigid frame with 4-wheel and rear wheel steering, or articulated frame. The truck shall be designed to traver
9、se shipboard ramps and to move cargo on weather and hangar decks onboard marine vessels. The truck shall be designed for the lifting capacity at the specified load center and to the specified full lift height without the use of outriggers or stabilizers. The lifting capacity for articulated frame st
10、eer shall be determined at full articulation of the frame. No adjustments or deration to the lifting capacity will be permitted for lift height, side shifters or any other factor specified herein. Trucks shall conform to the applicable requirements of UL 558 (Type DS), ANSI B56.6, and OSHA Standards in effect at the ti
12、me of issue of the solicitation. The truck shall bear the UL stamp of approval for “DS“ safety rated trucks. 3.4 Encrine. The engine shall be diesel powered, capable of operating on the following fuels: Navy Distillate (F-76) conforming to MIL-F-16884, JP-5 (F-44) conforming to MIL-DTL- 5624, and JP
13、-8 (F-34) conforming to MIL-DTL-83133. The engine shall meet all U.S. Environmental Protection Agency regulations and U.S. Federal Laws in act at the time of manufacture. 3.5 m. The cooling system fan shall discharge air away from the operator. Provisions shall be made for the protection of the fan
14、during fording operations. Such provisions may include a manual disconnect or a guard around the fan. Fan disconnect shall not affect coolant circulation within the engine. When fan disengagement is used for fording, it shall be manually controlled within reach of the seated operator. Means shall be
15、 furnished to notify the operator that the fan is disengaged. 3.6 Exhaust Svstem. The engine exhaust system shall be designed to prevent entry of rain into the exhaust system and to prevent accumulation of water and condensed vapors. Exhaust gases shall be discharged vertically above the operators c
16、ompartment or at the rear or side rear of the truck within the plan outline of the truck. Exhaust gases shall not be discharged in a path that would interfere with the operator or by-Standers. 3.7 Cold weather svstem aids. The truck shall be equipped with cold weather system aids to meet the environ
17、mental requirements specified herein. Fluid priming systems are not permitted. 3.8 Transmission. The truck shall be equipped with 4-wheel drive. The transmission shall allow for shifting under full engine power through all successive forward and reverse transmission gear ratios. The transmission sha
18、ll be protected from damage when the operator moves or attempts to move the directional control lever to the opposite direction while the forklift is in motion. 3.9 Front and rear axles. Components of the front and rear axles shall be interchangeable with relation to the differentials, hub assemblie
19、s, bearings, and seals. One axle of the truck shall incorporate a differential action lock. With this lock,
20、 neither wheel of the axle shall spin out due to loss of traction. Differential locks shall not subject the axle or differential to damage when the truck is driven on improved surfaces. 3.10 Clutch disconnect/Inchincr. The transmission shall be provided with a clutch disconnect or inching control. T
21、he disconnect/inching control shall disengage the transmission and apply the service brakes while allowing the engine to be operated throughout the entire speed range. The disconnect/inching control shall permit full lifting, lowering and tilting specified herein with rated load without truck moveme
22、nt while the disconnect/inching control is engaged and the transmission is in either the forward or reverse positions. 3.11 Hvdraulic Svstem. The hydraulic system shall consist of all hydraulic components necessary for operation of the forklift and steering system but shall not include the brake sys
23、tem and power train components. The truck shall be equipped with a fail- safe hydraulic system. In the event of engine or hydraulic system failure or hydraulic fluid loss, a raised load of rated capacity shall not be lowered until the system is manually overridden by the operator. Pressure hose and
24、return lines conforming to SAE J517 100R7 and 100R8 are not acceptable. All hydraulic hoses shall be routed and secured for maximum protection and shall not be exposed where they can be inadvertently damaged through normal usage. The hydraulic system shall include a signal mechanism or contamination
25、 indicator to indicate when filter maintenance or replacement is required. 3.12 Forklift mechanism and carriacre assemblv. The forklift mechanism shall be hydraulically operated and shall be either a boom-type lever arm and carriage assembly or a loader type linkage and carriage assembly. Neither ty
26、pe of mechanism shall allow the rated load to be extended past a reach point which will decrease the lifting capacity of the truck. 3.13 Tilt mechanism. The lift mechanism shall include a means for tilting the forks upward and downward of the horizontal to the degree specified herein. The forks shal
27、l remain tilted without movement during engine or hydraulic system failure. The forks shall tilt fully upward and downward at all lift heights above 24 inches from the ground. The fork tilt angle shall remain constant throughout the entire lift range without manual adjustment by the operator. 4 Prov

The carriage shall provide a vertical support for the load to rest against when tilted to the rear. When the carriage is sideshifted to the maximum travel in either direction, the
29、carriage shall not extend beyond the outside edge of either front tire. The carriage shall be positioned on the lift mechanism so that a centered load, wider than the truck and the carriage, will not interfere with the front tires or any other portion of the truck when operated as specified herein.
30、3.15 Load backrest. A removable load backrest fastened to the top of the carriage shall be provided. The load backrest shall be the same width as the carriage and shall extend from the top of the carriage to a height of 48 inches plus or minus 1/4 inch above the load carrying surface of the forks. 3
31、.16 Fork Positioner/Sideshift. A hydraulically powered fork positioner and sideshifter shall be provided. 3.17 Forks. Forks shall be attached to the carriage in a manner which prevents lateral movements of the forks, except when fork positioner is activated by the operator. Fork dimensions shall be
32、as specified herein. 3.18 Handtool box. A hand-tool box shall be provided. The tool box shall be secured to the truck in a protected location. 3.19 Electrical svstem. The truck shall have a 24 volt electrical system. All electrical circuitry, controls, instrumentation, and components shall be protec
33、ted in order to prevent any type of moisture or water damage. 3.20 Licrhts. The truck shall be provided with not less than two headlights and two floodlamps for forward illumination and two floodlamps for rearward illumination. Floodlamps shall be horizontally and vertically adjustable. Each floodla
34、mp shall be furnished with three sets of lenses. Color of lenses shall be clear, red and yellow. Red and yellow lenses shall be stored in a pocket located on the back of the operators seat. The truck shall be provided with two rear mounted combination stop light and tail light. 3.21 Blackout licrhti
35、ncr. The truck shall be provided with two blackout headlights and two blackout combination stoplight and taillights. 3.22 Slave receptacle. 36、 permitted without license from IHS-,-,-A-A-59492 charging of the truck battery(ies) and slave starting the engine from an external power source. The slave receptacle shall be accessible to personnel when standing on the ground. 3.23 Fluid Service Access. All fluid levels must be accessible without
37、removal of panels. This includes both provisions for the checking and topping off of fluid levels. There shall be no leakage of any fluid while the vehicle is positioned in any stability or slope configuration. All fluid reservoirs exceeding 15 quarts shall be fitted with sampling valves, excluding
38、fuel, coolant and hydraulic reservoirs. The valves shall be accessible without removal of panels. 3.24 Controls. All controls shall be clearly marked. Plastic control knobs, buttons, switches, etc. are not permitted. All load motion controls shall be of the self centering type. 3.25 Blackout licrhti
39、ncr control. One switch conforming to MIL- PRF-11021 shall be provided to control the front headlights, blackout headlights, stop light, tail light, blackout stoplight and taillights, and instrument panel lights. 3.26 Starter switch/Ensine-run control. A key-less starter switch/engine run-control sh
40、all be furnished which shall have not less than two positions, “on“ and “off“. The switch shall control operation of all electrical system components, except the horn. The diesel engine operation shall be terminated when the engine control is positioned to “off“. Switch shall not engage starter when
41、 engine is running or when transmission is in any other gear than neutral. 3.27 Brakincr and declutch/inchins controls. A separate declutch/inching pedal and brake pedal (two pedals) or a combination braking and declutch/inching pedal (one pedal) may be used. When a combination braking and declutch/
42、inching pedal (one pedal) is utilized, a switch shall be provided to permit selection between braking only or a combination of braking and declutch/inching. 3.28 Instruments. The instrument, gauges, and warning lights furnished on the manufacturers standard commercial models shall be furnished. A ti
43、me totalizing hour meter shall be furnished. When an air or air-over-hydraulic brake system is furnished, an air pressure gauge shall be provided. Gauges shall have internal lighting which shall be controlled by a single on-off switch. 3.29 Identification Plates. The truck, including each component

The identifying
45、data to be applied to the identification plates shall be in accordance with ASME B56.6 in addition to the following: contract number, gross vehicle weight, USN registration number, delivery date, technical manual national stock number, shipping weight, cube dimension, name or stamp of government ins
46、pector, and HI-Shock test date, manufacturers name and address, and date shipped. 3.29.2 Instruction, warning and caution plates. Each truck shall be equipped with instruction, warning, and caution plates, prominently located and describing any special or important procedure to be followed in operat
47、ing, lifting, and servicing of the truck or its components. 3.29.3 ShiPPincr data Plate. Shipping data plate shall indicate the silhouette of the forklift in transport position showing the center of gravity and the location and capacity of the lifting and tiedown attachments. 48、on may be included on shipping data plate. 3.29.4 Wheel loadincr Plate. Each truck shall be equipped with a wheel loading plate. Each truck shall be equipped with a safety designation plate. As a minimum, the plate shall indicate the truck manufacturers name, truck model number, safety designation (Type DS), Underwriters Laboratorys registration number assigned to the inspected truck, and date of inspection. 3.29.6 Slave receptacl
