13、as been obtained. 3. REQUIREMENTS 3.1 Standard samples. Standard samples, when furnished, are solely for guidance and information to the contractor (see 6.3). Variation from this specification may appear in the sample, in which.case this specification shall govern. 3.2 First article. When specified
14、(see 6.2), a sample shall be subjected to first article inspection (see 6.4), in accordance with 4.4. 3.3. Material. 3.3.1 Copper allov. When tested as specified in 4.6.1, the front bar and back grip of the necktie clasp shall be made from a copper alloy having a chemical composition of 84.0 to 86.0
15、 percent copper, .O5 percent maximum lead, .O5 percent minimum iron, remainder zinc, .15 percent maximum other elements. The copper alloy shall be free from pits, scale (including red oxide), dents, nicks, cracks, deep scratches, segregations and foreign inclusions that cannot be removed in latter p

The stainless steel spring shall be class 1, bright finish, 0.032 inch diameter, type 302 of ASTM A313. 3.3.3 Lacquer. The l
17、acquer shall be pale, clear synthetic lacquer. Pigmented lacquer will not be permitted. 3.4 Desiqn and construction. The design of the front bar in the finished necktie clasp shall be true impressions of the dies extracted from the hub furnished by the Government (see 3.5). The necktie clasp shall b
18、e made of the materials specified and constructed to include the components and construction details shown on the drawing (see 2.1.2) and as specified herein. The necktie clasp shall be highly polished to a mirror-like finish on all surfaces, including edges and backs, except inside surface of grip, which shall be bright and clean. The necktie clasp shall be thoroughly lac

The dry lacquer film shall be uniform in appearance, continuous, level, adherent, and essentially free from lint, dust, or other foreign inclusions, and shall withstand the tests specified in 4.6.2 and 4.6.3. The finished necktie clasp shall match the standard sample for color and finish. 3.
21、5 Hubs, dies and tools. The hub furnished by the Government shall be used only for making the contractors working dies. Upon completion of the contract, the hub shall be returned to the point designated by the contracting officer. contractor shall be held responsible for the loss, damage, or mutilat

QUALITY ASSURANCE PROVISIONS 4.1 Responsibilit
24、v for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilitie
25、s suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this specification where such inspections are deemed necessary to ensure supplies and services confor
26、m to prescribed requirements. 4.1.1 Responsibilitv for compliance. All items shall meet all requirements of sections 3 and 5. The inspection set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements
27、 in the specification shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascer
28、tain conformance to requirements. This does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to accept defective material. 4.1.2 Certification of compliance. Where certificates of compliance are permitted, the Government reserves the
29、 right to check test such items to determine the validity of the certification. 4.2 Classification of inspection. The inspection requirements specified herein are classified as follows: 1. In accordance with 4.1 above, components and material
32、s shall be inspected and tested in accordance with all requirements of referenced specifications. Testing shall be performed on the copper base alloy referenced in 3.3.1 for chemical composition. The lot shall be expressed in terms of 1 pound and the requirements shall be applicable to lot average w
33、ith two determinations for each element. The result shall be reported to the nearest 0.1 percent for copper an 0.01 percent for remaining elements. The sample unit shall be 8 ounces or equivalent of a composite sample. 4.5.2 Examination of the end item. The end item shall be examined for the defects
34、 listed in 4.5.2.1 and 4.5.2.2. The sample unit shall be one completely fabricated necktie clasp. inspection level shall be II (see 6.5). Any dimension that is not within the specified tolerances shall be classified as a defect. The inspection level shall b
42、e S-2 (see 6.5). 4.5.2.3 Testinq of the end item. Testing of the completely fabricated clasps, shall be performed in accordance with Table I for the characteristics shown therein. There shall be one determination per sample unit and the results shall be reported as pass or fail. The sample unit shal
43、l be one clasp. The requirements are applicable to the individual unit. The inspection level shall be S-1 (see 6.5). The inspection level shall be S-2 (see 6.5). 4.5.4 Inspectins Dackasinq. An inspection shall be made to determine that packaging, packing and marking requirements ar
46、e complied with. Defects shall be scored in accordance with the list below. prepared for delivery with the exception that it need not be sealed. Defects of closure listed below shall be examined on shipping containers fully prepared for delivery. The lot size shall be the number of containers in the
47、 inspection lot. The inspection level shall be 5-2 (see 6.5). 49、sition test. Chemical composition shall be determined in accordance with Test Method 111 of FED- STD-151. the requirements in 3.3.1. Results shall be evaluated to determine compliance with 4.6.2 Liver of sulphur test for lacquer. Necktie clasps to be tested shall be immersed in a two percent by weight of dry liver of sulphur (potassium sulfide) and distilled water solution, at a temperature of 100 F. to 110 F. for a p
