Provide agency level guidance for structuring “faster, better, cheaper“ programs.2. Enter into “faster, better, cheaper“ agreements with neces
4、sary foresight to eliminate the need for contract modifications. When modifications are unavoidable, recognize the seriousness of the change to the basic approach and ensure the changes include appropriate resource adjustments.3. Make clear agreements on roles and responsibilities of contractor and

Any contract for space flight should allow for at least one major technical review involving government experts.
