2、lacement for MIL-T-83809 (84) for all federal agencies. 1. SCOPE. This commercial item description covers the general requirements for a battery powered, order selector, high lift rider (as defined by ASMUANSI B56.1) industrial type, forklift truck. It shall be used for stacking, unstacking, and mov
3、ing cargo in and around commissary warehouses; also for moving cargo in and out of highway trailers and railroad cars. The trucks are intended for operation over paved or other hard surfaces. 2. SALIENT CHARACTERISTICS. 2.1 Safety. The forklift shall comply with ANSUASME B56.1, and OSHA standards in
4、 effect at the time of manufacture. Unless otherwise specified in the contract, the final color shall be yellow for safe operation in an indoor environment. 2.2 Environmental requirements. The forklift shall be capable of continuous operation as specified herein at any ambient temperature from O deg
5、rees F to 120 degrees F. 2.3 Battery. The battery shall have adequate capacity to provide not less than 8.0 hours of continuous operation under normal industrial use. The battery mounted half connector shall be the “SB type. 2.4 Hydraulic system. A pressure relief protection device is required along
6、 with pump(s), cylinders, control valves, filter(s), reservoir, hoses, and all other components necessary to make a complete hydraulic system(s). 2.5 Operators overhead guard. The guard shall be in accordance with ANSI B56.1. It shall also be a falling-object-protetive-structure (FOPS) conforming to
7、 ANSI B56.1. Overhead guard height from ground to top of guard shall be 95 inches maximum. Fork dimensions shall be 2.06 inches maximum thickness, 5.06
9、inches maximum width, and 40.0 (+ or - 1 .O) inches in length. 2.7 Fork positioner. The forks shall be capable of being laterally positioned manually without the need of tools. With the forks at their widest spacing, they shall spread at least 28 inches, and with the forks at their narrowest spacing
10、, they shall spread not more than 22 inches, measured from the outside of the forks. 2.8 Owrators platform. The operators platform of adequate size to allow safe and efficient operation shall be provided. The platform shall have railings on both sides running from the floor of the platform to approx
11、imately half the height of the overhead guard. There shall be a tether safety belt that fastens around the operators waist. The operators platform shall be capable of lowering to ground level, at a speed of not more than 60 feet per minute, with the operator on the platform and the ratedload on the
12、forks in the event of hydraulic, electrical, or some other failure that interferes with the normal operation of the truck. 2.9 Pallet clamp. A mechanically, electrically, or hydraulically operated pallet clamp and guide shall be mounted to the front carriage between the forks, below the integral wit
13、h the operators platform. The pallet clamp shall be capable of clamping to the center stringer of a pallet to prevent shifting or tilting of the pallet. 2.10 Controls. All controls shall be in accordance with ASMEIANSI B56.1. All load motion controls shall be self centering, that is they shall retur
14、n to the neutral position when released. 2.11 Steering. Power steering shall be furnished. 2.12 m. Horn button shall be mounted within reach of the operator. 2.13 Service brakes. Service brakes conforming to ASWANSI B56.1 shall be furnished. 2.14 Parking brake. Parking brake shall conform to ASWANSI
15、 B56.1, 2.15 Indicators. The truck shall be equipped with a battery discharge indicator and an hour meter, both visible to the operator. 2.16 External lights. There shall be at least two sealed beam, 25 watts minimum, floodlights. One shall . be facing forward, mounted on the left side of the mast,
16、and one mounted in the rear, facing rearward. 2.17 Taillight. One combination stoplight and taillight conforming to SAE 5585 and J586 shall be installed. 2.18 Painting. The forklift shall be primed and painted using standard commercial practices. The final color shall be yellow, unless otherwise spe
17、cified. 2.19 Walkwav coating. Floor plates and step surfaces shall be coated with a non-slip coating compound or be furnished with a non-slip metal surface. 2.20 Electromagnetic interference (EMI) suqxession. The truck shall control EM1 to meet the requirements of SAE J55 1. 2.21 Performance. The tr

19、nch per side cube with the center of gravity at the center of the cube. It shall be able to handle this load at all lift heights that the forklift is capable of attaining. (2) Load lifting speed: At least 35 feet per minute with rated load on forks. (3) Load lowering speed: With rated load on forks,
20、 not more than 60 feet per minute. With unloaded forks, not less than 25 feet per minute. (4) Right angle turn: With rated load on the forks and forklift located perpendicular to a wall, and with the front of the load against the wall, the truck shall be able to back up and make a complete right ang
21、le turn (ending up parallel to the wall) within 130 inches. (5) Travel speed: Shall be capable of traveling at least 4 miles per hour, in both forward and reverse directions, while carrying rated load on the forks. (6) Slope ascension: With rated load on the forks it shall be able to accelerate up a
22、 5 percent slope from a dead stop in both forward and reverse directions. (7) Lowest upright height (collapsed mast height): 95.0 inches maximum with no load on the forks. (8) Minimum fork lift height. At least 193 inches with rated load on forks measured from ground to upper surface of forks. (9) D

With hydraulic fluid at normal operating temperature, lift assembly shall hold rated load at maximum.lift height for at least 10.0 minutes with not more than 1.00 inch of vertical drift. QUALITY ASSURANCE PROVISIONS. 4. i Product Conformance. The products provided shall conform to the producers own drawings, specifications, st
28、andards and quality assurance practices, and be the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. 4.2 Market
29、Acceutability. The following market acceptability criteria are necessary to document the quality of the product to be provided under this CID. 4.2.1 Commercial. The vehicle furnished shall be, as of the date of award, the latest model (with minor modifications, as that term is defined in DoD FAR Sup
30、plement 252.21 1-7012, Paragraph K-85 of the solicitation) of an established product previously produced and sold in substantial commercial quantities exceeding the criteria at FAR 15.804-3(f)(2)(ii)(A) for at least three years. The vehicle furnished, or earlier models of it, absent minor modificati
31、ons, shall have routinely been supported with sparelrepair parts which were produced or sold in the normal course of business. At the time of delivery, the contractor shall furnish the Administrative Contracting Officer with verification of compliance with these requirements. Offers shall provide, a
32、s part of their proposais, the following information on the vehicle (or its earlier models) being offered as a commercial item: (1) Total sales to the U.S. Government or to contractors for U.S. Government use during the three years. (2) Total sale of the item to the general public during the three y
