Scope1.1 The following continued airworthiness requirementsapply for the manufacture of weight-shift-contr

3、ol aircraft andtheir qualification for possible certification.1.2 This specification applies to aircraft seeking civil avia-tion authority approval, in the form of flight certificates, flightpermits, or other like documentation.1.3 This standard does not purport to address all of thesafety concerns,

4、 if any, associated with its use. It is theresponsibility of the user of this standard to establish appro-priate safety and health practices and determine the applica-bility of regulatory requirements prior to use.2. Terminology2.1 Acronyms:2.1.1 AOIAircraft Operating Instructions2.1.2 CAACivil Avia

5、tion Authority3. Registered Operators List Documentation3.1 The manufacturer shall maintain a list of registeredaircraft owners that includes all aircraft in service by serialnumber, registration number, together with the name andaddress of the owner.3.2 In cases where the appropriate CAA maintains

6、recordsof registered owners sufficient for tracking aircraft and themanufacturer has access to such records, the manufacturer mayelect to utilize such records for complying with this section.4. Monitoring, Investigation, and Remedial Action4.1 The manufacturer shall maintain contact with ownerswho r

7、eport incidents or other situations that relate to safety,operations, or maintenance of aircraft produced and placed inservice. The manufacturer shall promptly investigate all re-ported failures, malfunctions, or defects and develop theappropriate corrective action. The magnitude of the serviceprobl

8、em shall define the subsequent publication to the regis-tered owners.5. Safety Directives5.1 A safety directive shall be distributed to all registeredowners and appropriate CAAwhen a condition is found to existthat may also exist in other aircraft in the fleet and which wouldcause a deviation from o

9、riginal design or unsafe condition forflight, rendering the aircraft unairworthy. This change, main-tenance procedure, inspection procedure, or other proceduresdeemed appropriate by the manufacturer is mandatory andmust be performed and documented in the individual aircraftlogs in order for that air

10、craft to maintain compliance withASTM standards.5.2 A safety directive shall not be issued to address situa-tions that do not present a safety of flight issue. Thesesituations include, but are not limited to, circumstances inwhich service publications are issued to improve or enhancethe following:5.

11、2.1 Spare part sales;5.2.2 Aircraft performance, capability, or efficiency, unlessthe change is needed for the aircraft to meet the minimumdesign and performance standards identified in the consensusstandard and the manufacturers statement of compliance;5.2.3 Aircraft appearance;5.2.4 Aircraft maint

12、ainability; or5.2.5 Any other aircraft characteristic when the action calledfor does not remedy an unsafe condition, including thoserelated to reliability which do not have an impact on safety offlight.6. Service Bulletin Documents6.1 Service bulletins should be distributed to all registeredowners b

13、y the manufacturer when no unsafe condition existsthat could lead to an unairworthy condition, but a serviceproblem has become repetitive for which the manufacturer hasdeveloped a design change, or service procedure change that1This specification is under the jurisdiction of ASTM Committee F37 on Li

Service bulletin changes are notmandatory to maintain the aircrafts compliance with ASTMstandards.7. Service Letter Documents7.1 The manufacturer should issue

16、 service letters on anysubject that is considered helpful to the owners. Such letters areintended to maintain a good rapport with the owners, encour-age feedback on service and other problems, or to circulateitems of interest that an owner may feel would be of value toother owners. A service letter

17、does not include any mandatoryowner actions.8. Continuation of Airworthiness8.1 Copies MaintainedIn order to help insure that the fleetof aircraft remains airworthy even after the original manufac-turer has ceased to exist as a viable business entity, the originalmanufacturer or other responsible or

18、ganization shall maintaindocumentation on file showing compliance with applicablespecifications. This documentation showing compliance withthe standards and any “safety of flight” shall be copied andmaintained at a physically safe location. For purposes of thisspecification, a physically safe locati

19、on is one which is at least33 m (100 ft) from the main production facility, such that a firecould not destroy both sets of records.8.2 Access AssuranceThis documentation shall be avail-able in such a manner that it can be obtained for commercialuse in the event that existing avenues of recovering th

20、einformation is destroyed. This documentation shall be retainedeven after the original manufacturer ceases business activity,such that in the event that a future entity wishes to continuesupporting the airworthiness of the make and model involved,they may do so by making use of the original manufact

21、urersdocumentation. The original manufacturer may either keepthese documents on file such that they will be available at anyfuture date, or shall turn them over to a responsible agencysuch as the FAA, or other industry entity, for safekeeping. Thelocation and contact for accessing these documents sh

22、all bepresented in the AOI, and any revision to this information shallbe disseminated through service bulletins to the aircraft own-ers.8.3 Aircraft Owners Ability to Question a SafetyPublicationAn aircraft owner may submit written commentsand questions regarding any safety publication to the organi

23、-zation who issued the publication. The issuing organizationmust respond in writing to any such request within 30 days.The request and response must be retained with the records ofthe publication and made available to any interested party.8.4 Owner Responsibilities:8.4.1 Each owner of a weight-shift

24、-control aircraft shallread and comply with the maintenance and continued airwor-thiness information and instructions provided by the manufac-turer.8.4.2 Each owner of a weight-shift-control aircraft shallprovide current contact information to the manufacturer orCAA which maintains the list of regis

25、tered owners.8.4.3 The owner of a weight-shift-control aircraft shallnotify the manufacturer of any safety of flight issue orsignificant service difficulty upon discovery. This notificationmust be made in a manner acceptable to the manufacturer.8.4.4 The owner of a weight-shift-control aircraft shal

26、l beresponsible for complying with all manufacturer issued noticesof mandatory corrective action.9.
