3、-use instructions and labeling to minimize thehazards to users of recreational powered scooters and pocketbikes. This specification is intended to cover safetyinstructions, labeling, and maintenance for products for:1.1.1 Children age eight to twelve for units limited to speeds16 km/h (10 miles/h) o
4、r less, and1.1.2 Children age 13 and above for fast-moving unitscapable of achieving speeds of 16 km/h (10 miles/h).1.2 This specification is intended to reduce hazards, otherthan those inherent to the users of these units during normalintended use and within manufacturers safety guidelines.1.3 This

10、Safety InformationInstructions3. Terminology3.1 Definitions of Terms Specific to This Standard:3.1.1 units, nmanufactured recreational motorized trans-port devices as defined in Section 1.4. Safety Instructions4.1 Safety instructions shall be included with each unit andshall include, as appropriate
11、for the unit, the following items.4.1.1 Age and weight limit of the user.4.1.2 Units shall not be modified from the manufacturersoriginal design and configuration.4.1.3 Units shall not be operated to perform racing, stuntriding, or other maneuvers, which may cause loss of control, ormay cause uncont
12、rolled operator/passenger actions or reac-tions.4.1.4 Persons shall be advised not to allow hands, feet, hair,body parts, clothing, or similar articles to come in contact withmoving parts, wheels, or drivetrain, while the engine isrunning.4.1.5 Before each cycle of operation, the operator shallperfo
13、rm the preoperation checks specified by the manufacturer:4.1.5.1 That all guards and pads originally supplied by themanufacturer are in proper place and in serviceable condition;1This consumer safety specification is under the jurisdiction of ASTM Commit-tee F15 on Consumer Products and is the direc

15、manufacturer are in place andin serviceable condition; and4.1.5.6 That tires are in good condition, inflated properly,and have sufficient tread remaining.4.1.6 The owner shall allow the use and operation of the unitafter a demonstration that such operators can understand andoperate all components of
16、 the unit before use.4.1.7 Operators shall adhere to all manufacturers recom-mendations and instructions, as well as comply with all lawsand ordinances:4.1.7.1 Units without headlights shall be operated only withadequate daylight conditions of visibility, and4.1.7.2 Owners shall be encouraged to hig
17、hlight (for con-spicuity) using lighting, reflectors, and for low-riding units,signal flags on flexible poles.4.1.8 Persons with the following conditions shall be cau-tioned not to operate:4.1.8.1 Those with heart conditions;4.1.8.2 Pregnant women;4.1.8.3 Persons with head, back, or neck ailments, o
18、r priorsurgeries to those areas of the body; and4.1.8.4 Persons with any mental or physical conditions thatmay make them susceptible to injury or impair their physicaldexterity or mental capabilities to recognize, understand, andperform all of the safety instructions and to be able to assumethe haza
19、rds inherent in unit use.4.1.9 Operators always shall use appropriate protectiveclothing, including but not limited to a helmet, with appropriatecertification, and any other equipment recommended by themanufacturer.4.1.10 Components shall be maintained and repaired inaccordance with the manufacturer
20、s specifications and usingonly the manufacturers authorized replacement parts withinstallation performed by dealers or other skilled persons.4.1.11 Avoid sharp bumps, drainage grates, and suddensurface changes.4.1.12 Avoid streets and surfaces with water, sand, gravel,dirt, leaves, and other debris.
21、 Wet weather impairs traction,braking, and visibility.5. Maintenance Instructions5.1 Manufacturers shall provide specifications and mainte-nance and repair instructions to the original purchaser and shallinclude, as appropriate for the unit and not be limited to, thefollowing topics:5.1.1 Brake adju
22、stments and service;5.1.2 Tire inflation pressures;5.1.3 Lubrication points including recommended lubricants;5.1.4 Drive system specifications and service instructions;5.1.5 Frame inspection procedures;5.1.6 Capacity by weight;5.1.7 Maximum operating speeds;5.1.8 Service and adjustment procedures fo
23、r all compo-nents; and5.1.9 A phone number to secure maintenance or operatingassistance from the manufacturer.6. Marking and Labeling6.1 Name and place (city, state, and mailing address, includ-ing zip code) of business, manufacturer, importer, distributor,or seller shall be listed in the manual and
24、 on the retail box.6.2 Model number, stock number, catalog number, itemnumber, or other symbol expressed numerically, or otherwiseshall be listed on the retail box (with placement on the productand manual optional).6.3 Code mark or other means that identifies the date(month and year at a minimum) ma
25、nufactured and modelnumber shall be on the product (placement on the retail box ormanual optional).6.4 To prevent serious injury or death, each product shallhave warning statements developed using ANSI Z535 as aguide. The warning statements shall be in contrasting color(s),permanent, conspicuous, an
26、d in sans serif style font.6.4.1 In warning statements, the safety alert symbol “”and the word “WARNING” shall not be less than 5 mm (0.2in.) high. The remainder of the text shall be characters whoseupper case shall be at least 2.5 mm (0.1 in.) high except asspecified.6.4.2 The product warning or ca
27、ution statements shall, at aminimum, address the following concerns:6.4.2.1 Age limit.6.4.2.2 Adult supervision is required.6.4.2.3 Always wear protective equipment such as helmet,knee pads, and elbow pads.6.4.2.4 Always wear shoes.6.4.2.5 Never use near motor vehicles.6.4.2.6 Do not ride at night (
