Themajorityofbusinessgeneratedmailisalreadyfacedatthetimeofacceptanceintothepostalsystem.Thisis notthecaseformailthatisdepositedinstreetorpostofficecollectionboxes.Pri
20、ortoautomatedsorting,suchmail requiresfacing,eithermanuallyorbymeansofautomatedfacingmachines.Thefacingfunctionisoftenintegrated withothermailpreparationfunctions,suchascullingandcancelling 2) . Forfacingpurposes,somemeansofdetectingboththeorientationandthefrontoftheitemarerequired.Thisis achievedin
21、manydifferentways,including: useofpostagestampfeaturessuchasserrationpattern,imageand/orencodingwithphosphorescentor fluorescentbarsordots; postagemeterfrankingmarksprintedusingfluorescentink; patternsofhorizontalorverticalbars,calledfacingidentificationmarksorFIMs. AFIMisthusamarkplacedonamailitemt
22、oassistinfacingtheitem.Itisgenerallyappliedtotheupperright cornerofthefront 1) ofthemailitem.DifferentFIMpatternsmayalsobeusedformailstreamseparation,for exampletodistinguishbetweenbusinessreplyandnormalmail;todistinguishbetweendifferentmailprioritiesor eventosegregateoutparticularhighvolumemailflow
23、s,suchastaxreturns;banktransfersorcharitydonations. FIMsarewidelyused,thoughtheyarenotusedineveryEUcountryand,insomecountries,theyarecurrently usedonlyformanualfacing.TheFIMscurrentlyinusevaryfromcountrytocountry.Thusforexample,Denmark, theNetherlandsandtheUnitedKingdomuse(different)patternsofvertic
24、albarswhilstAustriaandPortugaluse horizontalbarpatterns. Aslongasitemsaremailedonlyinthecountryofproduction,theexistenceofdifferentFIMsindifferentcountries doesnotposeanyproblem.Increasingly,however,itisexpectedthatitems,andespeciallypreaddressed envelopesandbusinessreplymail,willbemailedinothercoun
25、tries. Asillustratedbythefollowingexample,thiscanleadtodifficultiesinfacing.SupposeacompanyinAustriasendsa lettertoitscustomerintheUnitedKingdom.Thislettercontainsaprepaidenvelopeforthereply,whichwillneedto befacedandcancelledintheU.K.andthensenttoAustria.HowevertheprepaidenvelopewillcarryanAustrian
26、 postfacingidentificationmark.ThiswillnotberecognisedbyRoyalMail,eventhoughthelatterusesFIMsfor automatedfacing.Theitemwillberejectedformanualprocessing. Asaresultofsuchissues,whenacontracttoprocessinternationalbusinessreply(IBRS)mail 3) hasbeensigned betweenthepostaloperatorsoftwocountries,thewhole
27、processpreparationofthemail,sorting,requestfor paymenttothelicenseeandsharingofthispaymentbetweentheoperatorsneedstobedonemanually.To mechanisethisprocessaninternationalFIMmarkwouldbeneeded.ThiswouldallowIBRSmailtobesegregated, sortedbydestinationcountry,automaticallycountedandaccountedbetweenthetwo
28、postaloperatorsinvolved. 1) Forlettermailitems,UPUstandardS19definestheFront,orFace;theReverseandtheBottomedge.Italsodefinesanumber of encodingareas,whichwillincludetheareaforprintingFIMs. 2) Cullinginvolvestheseparation,fromthemailstream,ofitemswhicharetoolarge,toothick,tooflimsyortoorigidtopass th
29、rough subsequentsortationequipment;cancellationistheprocessofapplyingpostmarkstopreventfraudulentreuseofevidenceof paymentandto recordthedateandlocationofinitialprocessing. 3) TheUPUhasdefinedanInternationalBusinessReplyService(IBRS),butthismakesnomentionoftheuseofFIMs;isclearly orientedtowardsmanua
30、lprocessingandislimitedtoasingleclassofservice.CEN/TS14442:2003(E) 5 TheuseofsimilarFIMscould,however,leadtomisroutingincasesinwhichthefacingmarkisalsousedfor mailstreamsegregation.Forexample,PTTPostintheNetherlandsusesFIMsonpreaddressedenvelopesto segregatemailcontainingPostbankGirotransfersfromoth
31、ermail.Theitemssosegregatedaredelivereddirectly tothePostbankGirocentrewithoutfurtherprocessing.Thisdoesnotposeaproblemaslongastheitemsarenot postedinacountrywithasimilarFIMmarkspecification.Butif,say,France,weretointroduceasimilarFIMandto useittosegregatetaxreturns,theresultwouldbethatDutchPostbank
32、GirotransferspostedinFrancewouldbe routedtotheFrenchtaxoffice,whilstFrenchtaxreturnspostedintheNetherlandswouldberoutedtotheDutch Postbank! ThereisthereforeaneedforawelldefinedstandardFIMmark,whichcouldbeusedbyallposts,togetherwith appropriaterulesandproceduresforitsuseformailstreamsegregationpurpos
33、es.Thiswouldensurethat(new) FIMs,designedinaccordancewiththestandard,wouldbewidelyrecognisedandnotresultinmisroutingof FIMmarkedmail. ThisTechnicalSpecificationisdesignedtomeettheaboveneed.Ituseshorizontalbarsinordertominimisethe riskofconfusionwithexistingFIMmarks,mostofwhichuseaverticalbarpattern
34、4) .Thisensuresthatthoseposts thathavealreadyimplementedFIMscancontinuetousetheirexistingsystemsfordomesticpurposes. 4) TheFIMsusedinAustriaandPortugalalsouseahorizontalbarpattern,butthecharacteristicsofthesearesuchthattheres houldbe littleriskoftheirbeingconfusedwithFIMsprintedinaccordancewiththisT
35、echnicalSpecification.CEN/TS14442:2003(E) 6 1Scope ThepurposeofthisTechnicalSpecificationistodefineafacingidentificationmark(FIM),withproceduresforits use,whichcanbeusedbyanypostaloperator.Itisprimarilyaddressedtothosepostaloperatorsthathavenotyet implementedtheuseofFIMsforautomatedfacingandhasbeend
36、esignedtominimiseconflictwithFIMmarksthat arealreadyinuse.Nevertheless,operatorswithexistingFIMsareencouragedtoconsidersupportformigrationto thisTechnicalSpecificationasandwhentheyupgradeorreplacefacingequipment. UseofthestandardFIMoffersthepossibilityforautomatedpreparationofletterswhichdonotcarrya
37、stampand whicharrive,inapostalfacility,withoutbeingfaced.Theseitemscanthembeincludedinthedomesticand internationalmechanisedstreamsofmail. ThisTechnicalSpecificationallowsfacercancellersandcullerfacercancellers(orotherautomatedequipment supportingthemailpreparationfunction),todetectbarcodetypemarkse
38、nablingthosemachinestofaceand cancelitemscarryingtheFIM.Throughtheincorporationofacodedvalue,calledtheFIMcode,thisTechnical SpecificationalsosupportssegregationofFIMmarkeditemsintoupto18separatestreams.Thiscapabilitycanbe usedtofacilitaterevenuecontrolbyallowingitemstobesegregatedaccordingthetypeofr
39、evenuecontrol procedurerequired.Forexample,BusinessReplyitemscouldbeseparatedandallowaccountingandcancellation totakeplacebefore,ratherthanafter,theitemsaretransportedtotheirdeliveryoffice.Thiswouldsimplifycontrols designedtopreventthesendingofbusinessreplyitemstoaddressesinothercountries.However,it
40、shouldbe recognizedthatFIMshavenoinbuiltsecurityandanitemmaycarryaninappropriateFIMcode,resultinginit beingplacedinthewrongprocessingstream.Hence,inparticular,theFIMalonecannotberelieduponas providingevidenceofpayment. ThescopeofthisTechnicalSpecificationincludes,butisnotlimitedto: postalservicesmai
41、l; government mail; franked mail 5) ; postcardsandenvelopeswithpreprintedevidenceofpostagepaid; mailcarryingautomatedtellermachine(ATM)printedstamps; business reply mail. ThisTechnicalSpecificationhasbeendesignedtobecompatiblewithandmaythusalsobeappliedtointernational businessreplymailwhichiscomplia
42、ntwiththeUPUInternationalBusinessReplyService(IBRS). ThisTechnicalSpecificationmayalsobeadvantageouslyappliedtoitemscarryingdigitalpostagemarks(DPMs) inaccordancewithUPUstandardsS28andS25.ThoughthetwosymbologiessupportedbyUPUstandardS28 (DataMatrixandPDF417)havecharacteristicswhichareeasilyrecognise
43、dbyimageprocessingequipmentand canbeused,asfacingmarks,bymailpreparationequipmentwithanimageprocessingcapability,theremay neverthelessbeadvantagesintheuseofaseparateFIM.Thiswouldallowfacingofthemailusinginexpensive equipmentpriortoitsbeingprocessedbyequipmentwithfullimageprocessingcapability.TheFIMcouldevenbe usedtosegregatemailcarryingaDPM,avoidingtheneedtopassothermailthroughDPMreadingequipment. ItcouldoccurthattheFIMis
