16、basisforthe calculation,thegeneralflowchartofthepackagingandpackagingwastestreamspresentedinEN13437isused. Thepurposeofpackagingisthecontainment,protection,handling,deliveryandpresentationofproducts.Energy recoveryofusedpackagingisoneofseveralrecoveryoptionswithintheoveralllifecycleofpackaging.Inord

17、erto saveresourcesandminimisewaste,thewholesysteminwhichthepackagingtakespartshouldbeoptimised.This includespreventionaswellasreuseandrecoveryofpackagingwaste.EN13439:2003(E) 5 1Scope ThescopeofthisEuropeanStandardistopresentamethodtocalculatetherateofenergyrecoveryofpackaging. 2 Normativereferences

20、93:2000together withthefollowingapply: 3.1 RDFRefuseDerivedFuel wastetreatedtomakeitmoresuitableasafuel 3.2 PDFPackagingDerivedFuel fuelderivedbyseparatecollectionofcombustibles,mainlyconsistingofusedpackaging 4 Calculationprinciples Thefollowingprinciplesofcalculationapply: a) thecalculationmethodc

21、anbeappliedtoanygrouporsubgroupofcombustiblepackagingforwhichdatacan beprovidedintheformatofthegeneralflowchart(AnnexA).Itisexpected,however,thatthefollowingmajor materialgroups,forwhichspecificflowchartshavebeenpreparedwillnormallybeused:paperandboard, plastics,aluminium(foilwithathicknessbelow50mi

22、crons)andwood; b) therateshallbedeterminedonnationallevel.ExportsofpackagingwasteforenergyrecoverybyaMember Statewillbetakenintoaccountinthecalculationofitsownrateofenergyrecovery.Unlessotherwisespecified byaparticularEuropeanCommissionDecision,thenumeratoroftheequationshouldincludepackaging exporte

23、dforenergyrecovery; c) themeasurementpointsfordeterminingtherateofenergyrecoveryshallbebasedoninputstorelevant processesdefinedintheflowchart; NOTE ThisisinaccordancewiththeprinciplelaiddownintheEuropeanCommissionsDecisionondatabase(97/138/EC). Usingthesepointsofmeasurementisthemostpracticalwayofobt

24、ainingreliabledata. d) theenergyrecoveryrateshallbecalculatedforaperiodoftimegivenbylegislation,andthedeterminationof numeratoranddenominatorquantitiesshallbeatcoincidenttimes; NOTE Thisprinciplepresumesasteadystatefortheflowofmaterialthroughtheprocessesdefinedintheflowchart.The effectonthecalculate

25、dratearisingfromfluctuatingflowsandfromlongdelaysbetweenprocessesiscomplex.Theratedefine d in6allowsasimpleadjustmentforlongdelays. e) themeasurementoftheflowoverthegiventimescaleshallbeinunitsofweight.EN13439:2003(E) 6 5 Calculationmethod ThegeneralflowchartisreproducedinthisstandardasannexAandanno

26、tatedasdescribedinthissection. Referringtotheprinciplegiveninparagraph4d),thenumeratoranddenominatoroftheratioareinputbasedflows totherelevantprocesses. Numerator: quantityofcombustiblepackagingwastecollectedandsuppliedforenergyrecovery(seeNOTE1 below). Denominator: quantityofpackagingputontothemark
