19、quirementsandtestprocedurestomeetthemultimodalUnitedNations RecommendationsontheTransportofDangerousGoods1andsuccessfulpassingofthetestscanleadtothe allocationofanappropriateUNIBCmark.TheUNRecommendationshavebeendevelopedbytheUnitedNations CommitteeofExpertsontheTransportofDangerousGoodsasamodelregu

20、lation(referredtointhisdocumentas theUNRecommendations)inthelightoftechnicalprogress,theadventofnewsubstancesandmaterials,the exigenciesofmoderntransportsystemsand,aboveall,theneedtoensurethesafetyofpeople,propertyandthe environment.Amongstotheraspects,theUNRecommendationscoverprinciplesofclassifica

21、tionanddefinitionof classes,listingoftheprincipaldangerousgoods,generalpackingrequirements,testingprocedures,marking, labellingorplacarding,andshippingdocuments.Thereareinadditionspecialrecommendationsrelatedto particularclassesofgoods. TheUNRecommendationsaregivenlegalentitybytheprovisionsofaseries

22、ofinternationalmodalagreements andnationallegislationforthetransportofdangerousgoods.Theinternationalagreementsinclude: TheEuropeanAgreementConcerningtheInternationalCarriageofDangerousGoodsbyRoad(ADR)(covering mostofEurope).2 RegulationsconcerningtheInternationalCarriageofDangerousGoodsbyRail(RID)(

23、coveringmostofEurope, partsofNorthAfricaandtheMiddleEast).3 TheInternationalMaritimeDangerousGoodsCode(worldwide).4 TheInternationalCivilAviationOrganizationsTechnicalInstructionsfortheSafeTransportofDangerousGoodsby Air(ICAOTIs)(worldwide).5 TheapplicationofthisStandardwillneedtotakeaccountofthereq

24、uirementsoftheseinternationalagreements andtherelevantnationalregulationsfordomestictransportofdangerousgoods. ItisimportanttonotethattherewillbecertainmodaldifferencesfromtheUNRecommendationsandthatthe scheduleforrevisionoftheRecommendationsandmodalprovisionsmayleadtotemporaryinconsistencieswith th

25、isStandard,whichisregularlyupdatedtothelatestversionoftheUNRecommendations. ItisnotedthatsuccessinthetestsandtheallocationofanofficialUNmarkdonotontheirownauthorizetheuse ofanIBCforanydangerousgoods.Thereareotherregulatoryprovisionsthathavetobetakenintoaccountin eachinstance.
