14、es applicable laws and regulations unless a specific exemption has been obtained. 3. REQUiREMENTS 3.1 First article. When specified (see 6.2), a sample shall be subjected to first article inspection (see 6.7) in accordance with 4.4. 3.2 Characteristics. The primer shall conform to all requirements s
15、pecified herein and on Drawing 439155. 3.3 Radiographic (M101). The primer shall not exhibit any loose components (except black powder) or any missing or extra parts. Primers exhibiting possible defects shall be included in the detail strip sample and meet the requirements of 3.7 (see 4.7.1 and 4.7.
16、5). 3.4 Electrical resistance (M102). The primer bridge wire shall have an electrical resistance of 0.55 to 0.70 ohm. Primers with a bridge wire ilectrical resistance greater than 0.70 ohm or less than 0.55 ohm shall be rejected (see 4.7.2). 3.5 Leak test (M103). A sample of primers from each lot sh
17、all be subjected to a leak test. The leak rate for any primer shall not exceed 1 x lo- atmosphere cubic centimeter/sec (see 4.7.3). 3.6 Black powder moisture content (M104). The moisture content of the black powder within the primer shall not exceed 0.70 percent by weight (see 4.7.4). 3.7 Detail str
18、ip. The primer and its components shall conform to the following requirements (see 4.7.5): a. (Ci) Each critical characteristic shall be as specified in the applicable documents listed on Drawing 439155 and this specification. b. (M105) Each major characteristic shall be as specified in the applicab
19、le documents listed on Drawing 439155 and this specification. 3.8 No-fire (C2). The primer shall fire
20、 in the all-fire test (see 4.7.7 and 4.4.8). 3.10 Functioning. The primer shall meet the following criteria (for electric primers, see 4.7.7; for percussion primers, see 4.7.8): a. (M107) Primer functioning time shall be a maximum of 0.020 second. b. (M108) The primer shall not misfire (see 6.6.1).
21、c. (M109) The primer shall not exhibit blowback (see 6.6.2). d. (M110) The primer shall not exhibit splitting or distortion which prevents ready extraction from the primer lock, or detachment of metallic components. 3.11 Vibration. The primer shall meet the following requirements (see 4.7.9): a. (C3
22、) The primer shall not function during vibration. b. (C4) The stock and seal assembly shall maintain material integrity, and the primer shall maintain assembly integrity at the mating threads of the stock and seal assembly. c. (M111) The primer shall not otherwise physically break down during vibrat
23、ion. d. The primer shall meet the requirements of 3.8, 3.9, and 3.10 after vibration. 3.12 Ignition test (M112). Each primer tested shall successfully ignite the ignition pad and meet the requirements of 3.10b, 3.10c, and 3.1Od (see 4.7.10). 3.13 Workmanship. All parts shall be free of chips, dirt,
24、grease, rust, and all other foreign materials. There shall be no burrs or other imperfections of manufacture which would affect the assembly, functioning, or handling of the product. The cleaning methods used shall not be injurious to any of the parts, nor shall the parts be contaminated by the clea
25、ning agents. All markings shall be legible. 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements (examinations and tests) as specified herein.
26、Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspecti

28、 4.1.1 Responsibility for compliance. All items shall meet all requirements of sections 3 and 5. The inspection set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall n
29、ot relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requireme
30、nts, however, this does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to accept defective material. 4.2 Classification of inspections. The inspection requirements specified herein are classified as follows: a. b. First article ins
31、pection (see 4.4) Quality conformance inspection (see 4.5) 4.3 Test and examination methods (see 6.2). Primers shall be selected at random for each test or examination. Identification of each primers complete test and examination results shall be secured for additional examination until otherwise di
32、rected by the contracting activity (see 6.5). 4.4 First article inspection. The first article shall be a homogeneous sample of 304 assembled primers and five each of every component and subassembly (less explosive components) fabricated, packaged, and packed in accordance with the requirements of th
33、is specification and the contract, using the methods and procedures to be used for production. This sample is in addition to those primers required for contractor inspection and tests. The first article shall be submitted to the facility designated in the contract or order for test and examination i
34、n accordance with the first article inspection plan of table I (see 6.2 and 6.7). Prior to delivery, a first article shall be inspected and tested by the contractor for all requirements specified herein. 4.4.1 First article sample rejection. Failure of the first article sample to meet any of the req
35、uirements specified herein shall be cause for rejection of the sample. 4.5 Quality conformance inspection. 4.5.1 Lot formation. Unless otherwise specified in the contract or purchase order (see 6.2), production lots shall consist of 10,000 homogeneous primers plus those required for inspection (see
36、4.5.2). Each production lot shall contain one Class 4 and one Class 6 black powder lot. 4.5.2 Sampling for inspection. Unless otherwise specified in the contract or purchase order (see 6.2), 266 samples shall be selected at random from each production lot for test and examination in accordance with
37、the quality conformance inspection plan of table I. The characteristics verified by the tests and examination herein are classified as critical, major, or minor in accordance with DOD-STD-2101. Requ
39、irements for critical characteristics are identified by the symbol (C) and major characteristics by the symbol (M). The number following the classification symbol indicates the serial number of the characteristic. Requirements not annotated with a classification code are classified as minor. 4.7 Met
40、hods of inspection. 4.7.1 Radiographic. The primer shall be subjected to a radiographic inspection in accordance with MIL-STD-453. The primer shall be mounted in the vertical position with the primer stock up and X-rayed perpendicular to its axis, focused at a point 0.25 f 0.20 inch from the stock f
41、ace. Any primer which meets the requirements of 3.3 but appears to have been misassembled shall be subjected to detail strip and shall meet the requirements of 3.7. - 4.7.2 Electrical resistance. The primer electrical resistance shall be measured by using a test circuit. which limits the bridge curr
42、ent to 50 milliamperes, maximum. The primer stock and the plunger shall be used as terminals. Fifteen to twenty pounds force shall be applied to the electrode during resistance measurement with a probe having a 0.050 f 0.005 inch spherical radius. Assure that contact on clean bright surfaces is obta
43、ined. 4.7.3 Leak test. Each primer shall be tested in accordance with Test C8 (volume-sharing method) of MIL-STD-33 1. 4.7.4 Determination of moisture content. Moisture analysis procedure for the black powder shall a be as a. Twenty primers shall be randomly selected. The entire black powder charge
44、from a primer seal assembly shall be used for each sample. Black powder shall be tested in the granular form. b. The black powder shall be removed from primer tubes and placed in a dry container with a tight cover. Sample from each primer shall be kept separate from other samples. Black powder shall
45、 not be exposed to the atmosphere for more than 3 minutes. c. Sample containers must be covered and placed in a desiccator until ready to test the moisture content. d. Carefully weigh 1.9 f 0.1 grams (g) of sample into a tared weighing dish or container. The sample shall be weighed to the nearest 0.
46、1 mg. Black powder shall not be exposed to the atmosphere for more than 3 minutes. e. Uncovered samples shall then be placed in an oven at 70 to 75 degrees Celsius (OC). The primer shall be disassembled to determine conformance to all the discernible
49、 critical and major characteristics specified on Drawing 439155. All inspections shall be performed at the highest level of assembly possible. 4.7.6 No-fire. The primer shall be assembled into Test Set Mk 135 Mod O (LD166537) and tested in accordance with the appropriate procedures of OD 5823 using a 16.34-ounce steel ball. The ball drop height shall be 3.0 inches. Primers which function shall be considered defective. 4.7.7 Ele
