National bodies that are members of ISO or IEC participate in the development of International Standards through technical committees established by the respective organization to deal with particular fields of technical activity

16、f ISO/IEC9281.iv blankISO/IEC9281-2:1990(E) BSI 02-2000 1 1 Scope This part of ISO/IEC 9281 specifies the procedures to be followed by a Registration Authority in preparing, maintaining and publishing a register of identifiers allocated to picture coding methods. The identifiers to which this part o
17、f ISO/IEC 9281 refers are those described in ISO/IEC 9281-1. In identifier registered in accordance with this part of ISO/IEC 9281 serves as an identification of the picture coding method associated with it in the register. Apart from such identification, registration does not affect the status of t
18、he method concerned. Thus, the registration procedure must be clearly distinguished from the standardization processes. 2 Normative reference The following standard contains provisions which, through reference in this text, constitute provisions of this part of ISO/IEC 9281. At the time of publicati
19、on, the edition indicated was valid. All standards are subject to revision, and parties to agreements based on this part of ISO/IEC 9281 are encouraged to investigate the possibility of applying the most recent edition of the standard indicated below. Members of IEC and ISO maintain registers of cur
20、rently valid International Standards. ISO/IEC 9281-1:1990, Information technology Picture coding methods Part 1: Identification. 3 Registration Authority 3.1 The Registration Authority shall be an organization nominated by the ISO/IEC sub-committee concerned with picture coding and appointed by the
21、ISO/IEC Councils to act as the Registration Authority for the purpose of ISO/IEC9281. 3.2 The Registration Authority shall maintain a register of the allocated identifiers. The contents of this register shall be available upon request to national bodies that are members of ISO or IEC, to liaison org
22、anizations of ISO or IEC and to any interested party. 3.3 The Registration Authority shall maintain an updated list of the owners of picture coding methods recorded in the International Register. New registrations and any other pertinent communication concerning the register shall be sent to all per
23、sons on this list. The Registration Authority may request from time to time that owners confirm their continuing interest in receiving new registrations and drop from the list those having not confirmed such interest. 3.4 The registration documents do not specify the rules in accordance with which a
24、 picture coding method identified by an identifier must be used. The documents, for example standards, specifying such rules shall be mentioned in the registration documents. 4 Registration procedure With regard to the initial assignment of identifiers and of subsequent additions to the register, th
25、e responsibilities of the Registration Authority shall be a) to receive from Sponsoring Authorities (seeclause 9) applications for allocation of an identifier to be assigned to a picture coding method; b) to ascertain that the applications received are formally in accordance with this part of ISO/IE
26、C9281 and technically in accordance with ISO/IEC 9281-1; each application shall include a publicly available, complete description of the picture coding method to be identified; c) where required, to indicate to the Sponsoring Authority the changes needed to meet the requirements of b) above; d) to
27、circulate the proposals to the members of the picture coding sub-committee for a three-month information and comment period; e) to consider comments received and, when feasible, to incorporate them in the final document; f) to assign the identifier; g) to promulgate to all the national bodies and li
28、aison organizations of ISO and IEC the meaning that has been assigned to each identifier. 5 Withdrawal procedure 5.1 Withdrawal is a formal declaration by which the Sponsoring Authority informs the Registration Authority that it withdraws its support of the registered picture coding method. 5.2 Such
29、 a declaration may, but need not, be accompanied by a statement of the reasons for the withdrawal. 5.3 The Registration Authority shall inform the interested parties of the reception of such declarations. 5.4 Withdrawal has no effect on the registered method which shall remain in the register and co
30、ntinue to be identified by the allocated identifier.ISO/IEC9281-2:1990(E) 2 BSI 02-2000 6 Correction procedure 6.1 Material errors, for example typographical errors, drawing errors, shall be corrected by the Registration Authority as soon as detected. 6.2 New corrected and dated pages of the registe
31、r shall be issued. 7 Revision procedure 7.1 In general, no changes to registrations are permitted, as this would be contrary to the principles on which the registration scheme is based. 7.2 The Registration Authority may exceptionally grant a waiver to international, governmental organizations issui
32、ng internationally recognized and worldwide implemented standards. However, the possibility that a registration may be modified in future without allocation of a new PI byte shall be mentioned in the first application papers and in the register. 8 Appeal procedure Appeal against decisions of the Reg
33、istration Authority can be made as follows: 8.1 Appeal by a Sponsoring Authority can be made if it disagrees with the Registration Authority on whether the application meets the requirements of clause 4, item b). 8.2 If at least four national bodies of the sub-committee concerned with picture coding
34、 object to a forthcoming publication of a registration by the Registration Authority, but solely on the grounds that the requirements of clause 4, item b) are not met. 8.3 Appeals shall be filed with the Registration Authority by registered mail either within 30 days of reception of the refusal of t
35、he Registration Authority; or before the end of the circulation period in accordance with clause 4, item d). 8.4 Appeals shall be submitted by the Registration Authority within 30 days after reception in the case of8.1 or the end of the circulation period in the case of8.2 to the members of the Advi
36、sory Group (seeAnnex B). If the matter cannot be resolved by the Advisory Group the appeal will be submitted to the P-members of the sub-committee for vote according to clause 3.4.2 of the Directives for the work of ISO/IEC JTC 1. 9 Sponsoring Authorities 9.1 Applications for the allocation of an id
37、entifier may be made by the following, which for the purposes of ISO/IEC 9281 are Sponsoring Authorities: a) any ISO or IEC technical committee or sub-committee; b) any group within the ISO/IEC JTC 1 sub-committee concerned with coding in information processing, appointed by the sub-committee for pu
38、rposes connected with picture coding; c) any national body that is a member of ISO orIEC; d) any international organization having A-liaison status with an ISO or IEC technical committee or sub-committee. 9.2 The responsibilities of the Sponsoring Authorities shall be a) to receive applications from
39、 within their respective countries or organizations; b) to effect such rationalization or co-ordination of these proposals as they may desire; c) to forward to the Registration Authority those applications that have their support; d) to make known within their respective country or organization the
40、outcome of the registration procedure. NOTEThis part of ISO/IEC 9281 requires only that an application for registration meets the requirements of clause 4, item b). But the Sponsoring Authority is free to specify additional requirements to be met in order to receive its support.ISO/IEC9281-2:1990(E)
41、 BSI 02-2000 Annex A (normative) International Register Layout of the Registration Documents The International Register (IR) shall be issued in loose-leaf form. Each registration shall comprise the following information: the registration number; the date of registration; the allocated identifier; a
42、short name for the picture coding method; a short description; the Sponsoring Authority; the origin or originator of the method; a general indication of the intended field of application. The publicly available document in which the method is fully described shall be mentioned in the short descripti
43、on or under “origin”. Annex B (normative) Advisory Group of the Registration Authority (AG) B.1 The sub-committee concerned with picture coding shall set up an Advisory Group of the Registration Authority (AG) of four members. B.2 The AG shall consist of a representative of the Registration Authorit
44、y and three other members elected by the P-members of the sub-committee. They shall be elected or re-elected at each plenary meeting of the sub-committee. B.3 The task of the AG shall be as follows: a) to assist the Registration Authority, if needed, to assess whether the documentation required by c
45、lause 4, item b) is complete; b) to consider appeals received by the Registration Authority; c) to act as mediator between the Registration Authority and the appealing parties; d) if three-quarters of the members of the AG consider the appeal justified, the Registration Authority shall yield; e) whe
