Nothing in this document , however , shall supersede applicable laws 3. WQUIREMENTS 3.1 Guide samples. Guide
16、samples, when furnished , are solely for guidance and information (see 6.3). Variations from the document may appear in the sample, in which case the document shall govern. 3.2 First article. When specified in the contract or purchase order, a sample shall be subjected to first article inspection (s
17、ee 4.3, 6.2, and 6.4). 3.3 Materials. The materials shall be as specified on drawing 2-2-479 and all subsidiary drawings and parts lists pertaining thereto (see 6.5). 3.4 Design and construction. The design and construction of the carrier shall be as specified herein and as shown on Drawing 2-2-479
18、and all subsidiary drawings and parts lists (PLS) pertaining thereto. 3.4.1 Stitches, seams and stitching. All seams and stitchings shall be as specified on the drawings. 3.4.1.1 Automatic stitching. Automatic machines may be used to perform any of the stitch patterns provided the requirements for t
19、he stitch pattern, stitches per inch, and size and type of thread are met; and at least three tying, overlapping or backstitches are used to secure the ends of the stitching. 3.4.1.2 Lubrication of thread. There shall be no lubrication of the thread prior to or during sewing (see 4.4.1.1). 3.4.1.3 T
20、ype 301 stitching. Ends of all stitching shall be backstitched or overstitched a: specified on the drawings except where ends are turned under or caught in other seams or stitching. Thread tensions shall be maintained so that there will be no loose stitching resulting in loose bobbin or top thread o

Repairs of type 301 stitching shall be as follows: a. When thr
22、ead breaks or bobbin run-outs occur during stitching, the stitching shall be repaired by restarting the stitching a minimum of 1 inch (1/2 inch for box stitching) back of the end of the stitching. b. Thread breaks or two or more consecutive skipped or runoff stitches noted during inspection of the i
23、tem (in-process or end item) shall be repaired by overstitching. The stitching shall start a minimum of 1 inch in back of the defective area (1/2 inch on box stitching), continue over the defective area, and continue a minimum of 1 inch (1/2 inch on box stitching) beyond the defective area onto the
24、existing stitching. ing shall be repaired by removing the defective stitching without damaging the materials and restitching in the required manner. 26、immed to 1/11 inch maximum 3.4.2 Setting of snap fasteners, A hole shall be prepunched through the materials to receive the button and eyelet components of the snap fasteners, The hole shall be smaller than the outside diameter of the button and eyelet barrels so that the barrel must be forced throu
27、gh the hole. The hole shall not be punched in the setting operation with the button or eyelet barrel. The fasteners shall be securely clinched without cutting the surrounding materials and no more than three splits shall occur in the button or eyelet barrels. 3.4.3 Location marks. Location marks sha
28、ll not be drilled. Printed markings shall not be more than 1/32-inch in width. 3.5 Repairs. Repairs such as mends, darns, patches, or splices are not permitted on the canteen carriers. 3.6 Replacement of defective components. During the spreading, cutting and manufacturing process, components having
29、 material defects or damages that are classified as defects in 4.4.3, shall be removed from production and replaced with non-defective and properly matched components. 4 Licensed by Information Handling Services. 30、ng shall be applied in the location shown on Drawing 2-2-481 and shall conform to type IV, class 5 of DDD-L-20. The letters iiUSil shall be applied in the size characters and in the location indicated on Drawing 2-2-480 and shall conform to type IV, class 9 of DDD-L-20. Fastness of the class 9 marki
31、ng shall be as specified for class 5 marking. 3.7.1 Instruction label. An instruction label of the size and requirements specified on PL 2-2-483 shall be sewn on the inside of the flap as indicated on Drawing 2-2-490. The characters used in printing the label shall be of maximum size commensurate wi
32、th the area and contents specified. The legend shall be located on the label so that no part of the legend will be obscured by stitching or binding when sewn in the cover. 3.7.1.1 Legend. The contents of the instruction label shall be as follows: FILLING AND THAWING OF THE CANTEEN Fill the canteen t
33、o the Fill Mark stamped on the canteen. Do not fill canteen over the fill mark as overfilling will damage the canteen. Remove all Plastic Parts before thawing the canteen over an open fire. HAND WAS HIN G Wash the carrier, the canteen and the cup in a pail of warm water using mild detergent or soap.
34、 Do not use Chlorine Bleach, Yellow Soap, Cleaning Fluids or Solvents as these cleaners will discolor/deteriorate the items. Rinse thoroughly in clean warm water. Dry the items in shade or indoors. Do not dry in direct sunlight, direct heat or open flame. 3.8 Workmanship. The carrier shall conform t
35、o the quality of product established by this document and occurrence of defects shall not exceed the applicable acceptable quality levels. 4. QUALITY ASSURANCE PROVISIONS I 4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible
36、for the performance of all inspection requirements (examinations and tests) as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unles
37、s disapproved by the Government. The Government reserves the right to perform any of the inspectioris set forth in this specification where such inspections are deemed necessary to ensure supplies and services conform to prescribed requirements. 5 Licensed by Information Handling Services. 38、47 (GL) 4.1.1 Responsibility for compliance. All items must meet all requirements of sections 3 and 5. The inspection set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification s
39、hall not relieve the contractor of the responsibility of ensuring that all products or supplles submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to req
40、uirements, however, this does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to accept defective material. 4.1.2 Responsibility for dimensional requirements. Unless otherwise speci- fied in the contract or purchase order, the contr
41、actor is responsible for ensuring that all specified dimensions have been met. When dimensions cannot be examined on the end item, inspection shall be made at any point, or at all points in the manufacturing process necessary to assure compliance with all dimensional requirements. 4.1.3 Certificates
42、 of compliance. When certificates of compliance are sub- mitted, the Government reserves the right to inspect such items to determine the validity of the certification. 4.2 Classification of inspections. The inspection requirements specified herein are classified as follows: a. First article inspect
43、ion (see 4.3). b. Quality conformance inspection (see 4.4). 4.3 First article inspection. In accordance with 4.1, components and materials shall be inspected in accordance with all the requirements of referenced specifications unl
45、ess otherwise excluded, amended, modified or qualified in this specification or applicable purchase specification. 4.4.1 .I Certification. The contractor shall furnish a certificate of compliance for the requirement of 3.4.1.2 prohibiting use of thread lubricants prior to or during sewing. 4.4-2 In-
46、process inspection. Inspection shall be made at any point or during any phase of the manufacturing process to determine whether cut lengths, cut parts, fabricated parts before assembly, and marking for location of components are in accordance with specified requirements for dimensions and that opera

The end items shall be examined for the defects listed in table I. The lot size shall be expressed in
49、 units of carriers. The sample unit shall be one completely fabricated carrier. The inspection level shall be II and the acceptable quality level (AQL), expressed in terms of defects per hundred units, shall be 2.5 for major and 6.5 for total (major and minor combined) defects.
