Scope*1.1 This practice provides a guide for evaluation and certi-fication procedures for personnel engaged in testing soil androck

3、 in accordance with ASTM test methods and is intendedfor use by independent organizations providing certificationservices.1.2 Qualifications for certification candidates, qualificationsof those administering the certification examinations, methodsof administering the certification tests, and certain

4、 certificationorganization operating requirements are given.1.3 Certification is specific to a singleASTM test method.Amonitored written examination and a monitored performanceexamination are normally required.NOTE 1Personnel certification may be an important aspect of a qualitysystem as described i

Certification of personnel is onemeans of meeting personnel qualifications given in Practice D3740.1.4 This standard does not purport to address all of thesafety concerns, if any, associated with its use. It is theresponsibility of the user of this standard to establish appro-priat

6、e safety and health practices and determine the applica-bility of regulatory limitations prior to use.1.5 This practice offers a set of instructions for performingone or more specific operations. This document cannot replaceeducation or experience and should be used in conjunctionwith professional j

7、udgment. Not all aspects of this practice maybe applicable in all circumstances. This ASTM standard is notintended to represent or replace the standard of care by whichthe adequacy of a given professional service must be judged,nor should this document be applied without consideration ofa projects m

Terminology3.1 Definitions:3.1.1 For definitions of common technical terms, refer toTerminology D653.3.1.2 agencyan organization, or part of an organization,engaged in activities of technically

10、 oriented testing orinspection, or both.3.1.3 inspectionthe process of measuring, examining,testing, gaging, or using other procedures to ascertain thequality or state, detect errors or defects or otherwise appraisematerials, products, services, systems, or environments to apre-established standard.

11、3.1.4 testingthe determination by technical means ofproperties, performance, or elements of materials, products,services, systems, or environments that may involve applica-tion of established scientific principles and procedures.3.2 Definitions of Terms Specific to This Standard:3.2.1 administrative

Significance and Use4.1 This practice provides basic criteria for the developmentand operation of a certification organization, selection ofexamination material for a written examination, and the scopeand details of a

20、performance test. The qualifications of theexaminer and limitations on the relationship between theexaminer and the examinee are given in this practice.4.2 The basic criteria provided by this practice is intended tobe supplemented by more specific criteria serving the require-ments of the certificat

21、ion organization.4.3 It is unrealistic and unintended that each individual becertified for every test the employing agency performs. Rather,it should be a goal of an agency that a majority of personnelnormally performing a given test are certified. Depending onthe purpose of the testing, it may be a

22、ppropriate for the clientto specify whether or not a certified technician should performa given test.4.4 Although this practice calls for certification specific to asingle ASTM test method, it is not intended the certificationorganization avoid grouping related test methods in the interestof efficie

23、ncy.5. Certification Organization5.1 Structure:5.1.1 The certification organization shall be administrativelyindependent in matters pertaining to certification.5.1.1.1 A certification organization that is not a legal entityin and of itself shall provide proof that the organizationsgoverning body is

24、administratively independent in certificationmatters from the organization of which it is part.5.1.2 The certification organization shall disclose, throughpublication of a publicly available document, rules and proce-dures that describe how the certified individual, the employer,and the specifying e

25、ntity have input into the policies anddecisions of the organization.5.2 Resources:5.2.1 The certification organization shall disclose, throughpublication of a publicly available document, evidence theorganization has the financial resources to properly conduct thecertification activities.5.2.2 The c

26、ertification organization shall disclose, throughpublication of a publicly available document, evidence its staffpossesses the knowledge and skill necessary to conduct thecertification activities or has available and makes use ofnon-staff consultants and professionals to sufficiently supple-ment sta

27、ff knowledge and skill.5.3 Responsibilities:5.3.1 The certification organization shall disclose, throughpublication of a publicly available document, evidence themechanism used to evaluate individual competence isobjective, fair, and based on the knowledge and skills neededto properly perform the te

28、st method(s).5.3.2 The certification organization shall publish, at leastannually, a summary of certification activities to includenumber tested, number passing the examinations, numbercertified, and, when applicable, number re-certified.5.3.3 The certification organization shall provide a mecha-nis

29、m for responding to inquiries from individuals and organi-zations wanting to verify that a particular certified individualhas a specific certification.5.4 Records:5.4.1 The files of the certification organization should con-tain at least the following:5.4.1.1 Examination identity and date administer

30、ed,5.4.1.2 Examination question source,5.4.1.3 Identity and qualifications of written examinationproctor,5.4.1.4 Identity and qualifications of performance examina-tion examiner, and5.4.1.5 Examination question performance statistics.5.5 Evidence of Certification:5.5.1 Evidence of certification shal

31、l be issued by the orga-nization to the candidate upon successful completion of theexaminations. Certification shall include the date ofcertification, the period of certification, and the ASTM testmethod or test methods for which the examinee is qualified.5.5.1.1 The ASTM test method shall be listed

32、 by use of“ASTM,” the test method designation, and the year of theversion used for the certification, for example, “ASTMD XXXX 86.”6. Examiner6.1 The performance examination examiner shall be aqualified professional with at least five years of experience atperforming and supervising the performance

33、of a variety ofASTM test methods and shall have repeatedly performed theASTM test method(s) the examinees will be performing.6.1.1 The examiner shall not be a relative, a supervisor, oran associate (co-worker) of the examinee.6.1.1.1 When there is a possibility of conflict of interest,documentation

34、shall be attached to the examinees file certify-ing there is sufficient separation in the organizations structureD5255 142between the examiner and examinee so it is not in theexaminers interest whether or not the examinee is certified.7. Examinee7.1 Examinee must be sufficiently literate to read and

35、answer questions of the written examination, to be capable ofperforming required calculations, to place necessary data informs or unformatted data tables, and personally perform thetest method(s).8. Certification and Re-Certification8.1 Initial certification shall be valid for a period not toexceed

36、five years. This period for which the certification isvalid shall be clearly and prominently stated on any documentsthat attest to the certification(s) held by the individual.8.2 Recertification shall be valid for a period not to exceedfive years. This recertification action and the period for which

37、the recertification is valid shall be clearly and prominentlystated on any documents that attest to the certification(s) heldby the individual.8.2.1 The recertification process shall involve, as aminimum, the performance examination.NOTE 2An appropriate written examination should be given ifsufficie

38、nt changes to the test method have occurred which cannot beproperly covered by the performance exam.8.3 Revocation of certification for just cause shall occuronly after due process is provided to the person charged.9. Written Examination9.1 Qualified professionals thoroughly familiar with theASTM te

39、st method(s) shall prepare the written examination.The examination shall be changed periodically. All measuresrequired to prevent compromise of the examination shall betaken.9.1.1 When there is reasonable suspicion of a compromisedexamination, that examination shall not be used.9.2 The examination s

40、hall stress the essentials of the ASTMtest method(s), as well as details. In particular, commonsources of error of the test should be the basis for a number ofexamination questions. A basic understanding of the principlesunderlying the test method(s) and the basis of some of therequired calculations

41、 for the test method(s) should also bestressed. The questions shall cover the test method(s) elementssuch as apparatus, specimen preparation, test procedure, andreport requirements.9.3 The written examination shall be given in a room thatprovides the lighting level, noise control, work space,ventila

42、tion, and temperature control universally recognized asnecessary for a testing facility in which written examinationsare administered.10. Performance Examination10.1 One or more examiners meeting the requirements ofSection 6 shall administer the performance examination.10.2 The examiner shall conduc

43、t the performance examina-tion for a given ASTM test method in accordance with apre-established checklist that recognizes and evaluates thesteps that must be done to properly perform the test method.10.3 The performance examination shall be given in anenvironment that duplicates or attempts to dupli

44、cate the envi-ronment where the ASTM test method is normally conducted.11.
