Salient Characteristics: The finished bandage shall be suita
2、ble for padding under orthopedic casts, shall be capable of adhering to itself, shall conform to the contour of the body or limb to which applied and shall not slip or roll up under casts nor cause constriction of tourniquet effect. Bandages shall be of the following sizes: - SIZE 1 2 3 4 WIDTH f+/-
3、 1/8 INCH) 2 3 4 6 The finished bandage shall have an unstretched length of four yards when made from the plain materiel and shall have a stretched length of four yards when made from the creped and compacted material. The finished bandage shall be one continuous piece. Bandages shall be nonwoven co
4、tton felt made from fully bleached purified new or reworked fine filament cotton. During fabricated cotton fibers shall be physically locked and entangled. Material shall meet the requirements for Purified Cotton, USP, for the following: 1. Residue on ignition, except that residue shall not exceed 0

The material shall be either plain or shall be creped and compacted. The plain material shall have a plain surface and shall have a m
7、inimum weight of 55 grams per square yard and a minimum average weight of 71 grams per square yard after fabrication of the bandage. The creped and compacted material shall have a rippled surface and shall have a minimum weight of 33 grams per square yard and a minimum average weight of 58 grams per
8、 square yard after fabrication of the bandage. The weights shall be measured by method 5041 of Federal Test Method Standard No. 191. Convert to grams per square yard. The material shall have a pH of 5.0 to 7.0 and shall be all cotton and shall not contain any binders or fillers. Ply adhesion (shear
9、strength). The plain material shall have a minimum average of 25grams with no individual test result less than 18 gram and the creped and compacted material shall have a minimum average of 100 grams with no individual test result less than 90 grams when tested as follows. Condition samples for 24 ho
10、urs at 70 2 2O F and 50 2 2 percent RH. Ten tests shall be performed comprising twenty samples cut 2 by 7 inches with the 7 inches cut in the machine direction. Superimpose one sample over the other so that there is a 5 inch overlap. Ply the samples together using a hand roller. Center the roller on
11、 the sample and slowly roll the overlapped area back and forth one time without exerting any added pressure when rolling. Only the weight of the 4.5 pound roller shall be on the sample. The hand operated roller shall meet the requirements of the Pressure Sensitive Tape Council Standards Appendage B.
12、 Immediately test samples after rolling by clamping the free end of each ply in the tensile machine jaws and pull (shear) the samples apart. The tensile machine shall be a constant-rate-of-extensiom machine using a load cell. The tensile machine shall be capable of measuring one gram and shall be ac
13、curate within 2 2%. The crosshead speed shall be 12 inches per minute. The diameter of the finished roll shall be 2-1/8 2 1/4 inch for the plain material and 2-3/4 2 1/4 inch for the creped and compacted material. Rolls shall be measured at two places 90 from each other, then averaged. Bandages shal
14、l be free of dirt, other foreign matter, lumps and cuts. The bandages shall be free from their defects which detract from their appearance
15、 or impair their serviceability. Unit. Package (PG). For Sizes 1, 2 and 3, one package containing 72 bandages, as specified, constitutes one unit. For Size 4, one package containing 36 bandages, as specified, constitutes one unit. Quality Assurance Provisions. Responsibility for inspection. Unless o
16、therwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any facilities suitable for the performance o
17、f the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. Rec
18、ords. Records of examinations and tests performed by or for the contractor shall be maintained by the contractor and made available to the Government upon the Governments request, at any time, or from time to time, during the performance of the contract and for a period of three years after delivery
19、 of the supplies to which such records relate. Inspection. Inspection, as used herein, is defined as both examination (such as visual or auditory investigation without the use of special laboratory appliances or procedures) and testing (determination by technical means of physical and chemical prope
20、rties) of the item. Examination. Examination shall be conducted to determine compliance with specification requirements. Tests. 23、e provided for under the provisions of the contract. Metric Products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerance specified using conversion tables contained in the latest rev
24、ision of Federal Standard No. 376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerance specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is ac
25、ceptable. The contracting officer has the option of accepting or rejecting the product. Reuulatorv requirements. Federal Food, Druu and Cosmetic Act. If the product covered by this document has been determined by the U.S. Food and Drug Administration to be under its jurisdiction, the offeror/contrac
