DESCRIPTION3.1 DesignThe National Aerospace and Defense Contractors Accreditation Program (NADCAP) is designed as a nationally recognized, voluntary, consensus, third-party accreditation program to generate li

11、sts of organizations capable of supplying processes, products, and services for the aerospace industry. Development of this program has been made possible through the active cooperation and continuing support of the aerospace industry, the U.S. Department of Defense (DoD), the Federal Aviation Admin

12、istration (FAA), the General Services Administration (GSA), the National Aeronautical and Space Administration (NASA), the U.S. Armed Services, other federal departments and agencies, and the Society of Automotive Engineers (SAE).NADCAP is designed to simplify and consolidate audits and to assess, w

13、ith appropriate surveillance, the supplier capability to achieve, produce, and maintain NADCAP accreditation requirements.NADCAP provides only accreditation and is not involved with consulting services for suppliers, training of supplier personnel, or formal identification of supplier improvement op

15、AS7001- 3 -3.2 ObjectivesAn objective of NADCAP is to have an easily understood set of requirements enabling suppliers to evaluate their systems and prepare for and maintain NADCAP accreditation. NADCAP requirements have been developed in a structured form to relate to normal supplier organization a

16、nd to permit flexible implementation. The intent is to have a viable requirement standard for use by suppliers with associated audit and inspection criteria for use in accreditation. The requirements are structured to allow tailoring and introduction of new technologies and approaches to organizatio

17、n, management, design, procurement, production, and assurance.A major objective of NADCAP accreditation is to establish and maintain a Qualified Manufacturers List (QML). Maintenance of the QML requires periodic requalification and continuing surveillance for supplier capability and performance in f

18、urnishing identified processes, products, or services.3.3 Audits and SurveillanceAudits are scheduled to interface with supplier activities. Audits and continuing surveillance are expected to be conducted during normal business hours without disruption of normal supplier operations. For continuing s

19、urveillance, suppliers are expected to maintain contact with NADCAP to permit the most opportune scheduling.NADCAP audits and continuing surveillance are performed using published requirements, criteria, and special checklists designed to simplify the auditing process. Checklists for services are co

20、vered in the AS7100 series, while products are covered in the AS7200 series and processes in the AS7300 series. Suppliers should advise NADCAP of any special requirements of their customers so that these may be considered in NADCAP activites.NADCAP auditors and inspectors are selected for their expe

21、rtise in specific areas. NADCAP personnel are selected and operate to avoid conflicts of interest. NADCAP may utilize staff members, committee members, and selected experts as observers or possible participants on audits as part of its continuing program of maintaining the quality of their accredita

22、tion activities.Information from audits and inspections is used to evaluate the capability and performance of supplier processes, products, and services and, ultimately, grant or deny accreditation. The new concept of QMLs is supported by accreditation and updates the former concepts used for Qualif

23、ied Products Lists (QPLs).3.4 Supplier ParticipationIt is important for suppliers to have a thorough understanding of both their responsibilities and necessary actions when working with NADCAP. This includes preliminary stages of applying for accreditation and in working with NADCAP during audits an

24、d continuing surveillance. For the specific requirements of individual programs, refer to the appropriate standard for the process, product, or service involved. By studying NADCAP documents, a supplier will be able to determine the applicability of requirements and criteria to its program and the r

26、ended that suppliers develop process control systems to demonstrate capability without revealing proprietary information to buyers, third parties, customers, or others with possible conflicting commercial interest.NADCAP will expect suppliers to maintain appropriate interfaces for necessary measurem

27、ent assurance, calibration, personnel, and facility requirements.3.5 AppealsNADCAP has an appeals procedure to provide due process.
