10、(plastics) 1 Scope This part of SANS 1116, in addition to the relevant national legislation (see foreword), specifies requirements for plastics blank plates that are intended for use in the production of number plates covered in SANS 1116-4. NOTE Annexes A and B provide information on the quality ve

15、 and that is used in the manufacture of number plates SANS 1116-3:2008 Edition 3 4 4 Requirements 4.1 Blank plates A blank plate shall be manufactured from a transparent UV stable plastics material that, when measured in accordance with SANS 2813, shall have a surface specular gloss of at least 80 a
16、t 60, and an optical quality of not less than 90 % when tested in accordance with ASTM D 1003. The thickness of the blank plate shall be between 3 mm and 4 mm. The blank plate shall be manufactured by an injection moulding process and shall bear the manufacturers name or trademark in the top right c
17、orner, and shall be contained within a maximum space of 12 mm high and 50 mm in length, which shall be part of the moulding process. 4.2 Shape and dimensions When measured in accordance with 5.1, blank plates shall be rectangular, with corners rounded to a radius of 15 mm 3 mm, shall be free from sh
18、arp edges and burrs, and shall be of one of the following sizes: a) 440 mm ( 1 mm) 120 mm ( 1 mm) (for vehicles registered before 1 January 2010); b) 250 mm ( 1 mm) 205 mm ( 1 mm); c) 520 mm ( 1 mm) 113 mm ( 1 mm); or d) 250 mm ( 1 mm) 165 mm ( 1 mm). 4.3 Border and workmanship 4.3.1 Border The bord
19、er of a blank plate shall be as shown in figure 1 and shall extend around the four sides of the plate. The border shall be black, blue, red, green or brown. 4.3.2 Workmanship A blank plate shall be of such flatness that, when it is laid (with the face upwards) on a flat supporting surface, no part o
20、f the lower surface of the plate is more than 3 mm from the supporting surface. 4.4 Performance 4.4.1 Resistance to weathering When tested in accordance with 5.3, the blank plate shall show no signs of cracking, change in optical quality, change in surface specular gloss, or change of dimensions whe
21、n inspected and measured in accordance with 5.1 and ASTM D 1003. 4.4.2 Resistance to impact When tested in accordance with 5.4, the border and the base material shall show no cracking outside a distance of 20 mm from the impacted area. 22、f the border 4.4.3.1 Colour The border shall be black, blue, red, green, or brown. 4.4.3.2 Luminance factor When the luminance factor of the colours black, blue, red, green or brown is determined in accordance with 5.5, it shall not exceed 0,07. 5 Inspection and methods of test 5.1 Inspection Visual
23、ly examine and then measure each blank plate in the sample for compliance with all the relevant requirements for which tests to assess compliance are not given in 5.3 to 5.5 (inclusive). 5.2 Test specimens From the sample blank plates that include the expiry decal, if applicable, prepare one complet
24、e blank number plate for each of the tests as given in 5.3 to 5.5. 5.3 Resistance to weathering 5.3.1 Mount the test specimen (see 5.2) with the test surface facing the lamps, and subject it to artificial weathering using the apparatus and method given in ASTM G 154 for 240 h using a cycle of 4 h UV
25、 exposure at 60 C and then 4 h condensation exposure at 50 C. 5.3.2 Check for compliance with 4.4.1. 5.4 Resistance to impact 5.4.1 Apparatus 5.4.1.1 Apparatus, as shown in figures 2 and 3. 5.4.1.2 Number plate holding fixture that consists of a piece of steel channel 400 mm 250 mm 75 mm on which tw
26、o sample supports 75 mm 10 mm are located in a vertical position, resting on the long cross-section edge, across the width of the flat face of the steel channel. The spacing of the support plates is equidistant from the centre of the steel channel. The distance between the inside faces of the suppor
27、t plates is 250 mm (see figures 2 and 3). The test sample is clamped to each support by means of a 9 mm square bar. The bar is the same length as the support plate and is retained in alignment by a pair of vertical steel bars attached to each end of the support plate. A 20 mm steel bar is attached t
28、o the top of the alignment plates, in a horizontal position, to form a bridge over the support plate and clamping bar. The M8 set screws located in the threaded holes positioned in the centre of the span of each bridge bar, are used to apply pressure to the clamp bars. 5.4.1.3 Striker that is constr
29、ucted from steel rod and that has a spherical striking nose of 6,5 mm radius. It is used with a drop tube of any suitable material that is straight, that has an inside diameter slightly larger than the falling mass, and that does not restrict its free fall. 30、re 5.4.2.1 Clamp the test specimen flat with the front face uppermost and with an overhang at each end. 5.4.2.2 Tighten the set screw to a torque of 7 Nm to secure the test specimen. 5.4.2.3 Raise the mass to the required height and retain it by the location pin. When the number plate and apparatus
31、have attained the required conditions, remove the pin and allow the mass to fall freely. 5.4.2.4 Calculate the impact resistance value by multiplying the height (in metres) of the fall by the mass (in kilograms) used. The impact energy shall be 7,5 J. 5.4.2.5 Examine the specimen for compliance with
32、 4.4.2. 5.5 Colour (white, black, blue, brown, green or red) and luminance factor test 5.5.1 Determine the chromaticity co-ordinates and luminance factors of the relevant areas of the test specimen by means of a spectrophotometer or other equally suitable colour-measuring device in accordance with C
33、IE 15, using standard illuminant D65 and 45/0 geometry. 5.5.2 Check for compliance with 4.4.3. 6 Packing The blank plates shall be packed so as to ensure that they are not damaged during normal handling, transportation and storage. 7 Marking 7.1 Each blank plate shall bear only the border as require
34、d in 4.1, 4.3.1 and the marking required in 7.2. The marking shall not interfere with the legibility of the licence number. 7.2 Each blank plate shall bear, in legible and indelible marking, the trade name or trademark and the batch number of the manufacturer of the blank plate in the left front bot
35、tom corner, in a space of height approximately 5 mm and of length approximately 50 mm. NOTE See annex C regarding the use of a tamper-proof security decal. Each decal
40、issued contains at least the name or permit number of such manufacturer for traceability. C.2 Such manufacturer then supplies a decal for each blank number plate sold to an embosser, and prints the permit number or name of the relevant embosser on the decal.
