(3) Informing the public of the com-parative characteristics and oper-ational cost of passenger motor vehi-cles and requiring display of compara-tive insurance costs by automobile dealers. (4) Administering a program of man-datory automotive fuel economy stand-ard

(5) Establishing safeguards for the protection of purchasers with respect to the sale of motor vehicles having al-tered or reset odometers and enforcing the prohibition against tampering with odometers.
