I ) r Geneva, 1992 FOREWORD The CCITT (the International Telegraph and Telephone Consultative Committee) is a permanent organ of the Intemational Telecommu
3、nication Union (ITU). CCITT is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The Plenary Assembly of CCITT which meets every four years, establishes the topics for study and
4、 approves Recommendations prepared by its Study Groups. The approval of Recommendations by the members of CCITT between Plenary Assemblies is covered by the procedure laid down in CCITT Resolution No. 2 (Melbourne, 1988). Recommendation D.103 was prepared by Study Group III and was approved under th
5、e Resolution No. 2 procedure on the 16th of June 1992. 7、 ON A RECORDED ANNOUNCEMENT STATING THE REASON FOR THE CALL NOT BEING COMPLETED (Melbourne, 1988, revised 1992) In the international automatic service it is desirable for calls terminating on a recorded announcement provided by an Administration stating the reason for the call not being completed su
8、ch as: - - network failures; - - network management actions; - congestion in the network; - suspended, cancelled or transferred subscribers; changes in the numbering plan of the arealcountry; other reasons of a more general nature; to receive the same treatment in different countries, The CCITT cons
9、iders that no charge should be made for these calls. Note - As far as all the signalling systems involved in a given connection for any of the possible relations, allow the transmission of the “no-charge” information, the answer signal should not be withheld. Nevertheless, such a situation will not
10、exist on a worldwide basis for a long period to come. Therefore, it is appropriate, for the time being, to suppress the sending of the answer signal on the international circuits for calls meant above. it should also be noted that according to Recommendation Q. 118, such calls will be cleared upon expiry of a certain fixed time-out.
