AMERICAN NATIONAL STANDARD Approval of an American National Standard requires review by ANSI that the requirements for due process, consensus, and other criteria for approval have been met by the standards developer. Conse

6、nsus is established when, in the judgment of the ANSI Board of Standards Review, substantial agreement has been reached by directly and materially affected interests. Substantial agreement means much more than a simple majority, but not necessarily unanimity. Consensus requires that all views and ob

7、jections be considered, and that a concerted effort be made towards their resolution. The use of American National Standards is completely voluntary; their existence does not in any respect preclude anyone, whether he has approved the standards or not, from manufacturing, marketing, purchasing, or u

Examples of the application of t

12、his standard are shown in Annex A. Subclauses 7.1 and 7.2 of this standard provide for codes used to uniquely identify geographical loca-tions. Geographical locations that may be identified with this code include named populated places, geographic areas, outlying areas, and other related entities of

13、 the states or territories of the United States, provinces and territories of Canada, other countries of the world, and unique designations. Ex-amples of geographical location codes are shown in Annex B. These geographical location codes are primarily intended to be combined with other data elements

14、, such as those defined in 5.3, 5.4, 5.5, and 5.6, to provide a unique identification of specific location enti-ties. Clause 7 specifies guidelines for the assignment of codes. The duties of a maintenance agent for the as-signment of location codes are specified in clause 8. ATIS-0325300.2011 22 NOR

19、ma-tion Interchange, May 12, 1986. 3 DEFINITIONS 3.1 customer site: Customer utilization of Information and Communications Technologies (ICT) equipment at a specific location where there is a requirement to uniquely identify that customers pres-ence for the purpose of inventory and facility manageme

20、nt - e.g., customer identification at a specific location. (Note that a customer site may be collocated with a network site and/or a network support site.) 3.2 data: A representation of facts, concepts, or instructions that are collected, organized, recorded, processed, and stored in a retrievable f

21、orm suitable for communication, interpretation, or processing by human or automated means. This definition refers to a group of facts taken as a unit; thus, it is used with a singular verb. 3.3 data composite: A collection of data elements treated as a unit. 3.4 data element: A single unit of data t

22、hat in a certain context is considered indivisible. It cannot be de-composed into more fundamental segments of data that have useful meanings within the business. 3.5 network support site: A specific location, normally outside of a building, at which unique identifi-cation is needed for ICT equipmen

23、t or an interface point for the purpose of inventory and facility man-agement - e.g., splice point. 25、witching or access termi-nation that is associated with a network site for purposes of maintaining equipment inventories and for identifying facility and circuit terminations and nodal locations - e.g., central office switching classifi-cations. 3.7 network site: A specific location that houses ICT

26、equipment entities and/or facility terminations at that location, or a specific location that houses administrative operations - e.g., central office switching location. A location is usually designated as a network site when it houses one or more network entities. 3.8 site: A specific geographical

27、location. 4 GENERAL Each data element shall consist of sequences of characters, each character being either alphabetic (A-Z) or numeric (0-9). In the format layouts in clause 6, character positions that require alphabetic, numeric, or either alphabetic or numeric characters are represented by “A”, “

28、N”, and “A/N” respectively. The alphabetic characters shall be considered as case insensitive; that is, there shall be no distinction made between upper and lower case letters. However, it is recommended that the code be represented with upper case letters. 5 DATA ELEMENTS Clause 6 of this standard

29、describes location code formats that contain data elements that are defined and described in the following subclauses. 5.1 Geographical Code The designation for a single geographical locality within a state, province, territory, country, or distinct region of the world (e.g., municipality). This dat

30、a element shall consist of four alphabetic characters. New codes assigned shall contain exactly four characters and shall not contain spaces. For previously assigned codes of less than four characters, the unused character positions after the code shall be filled with spaces to make up four characte

31、r positions. 5.2 Geopolitical Code The designation of a state or territory of the United States, a province or territory of Canada, another country having a national federal government, or a unique designation (e.g., the oceans). This data element shall consist of two alphabetic characters. 5.3 Netw

32、ork Site Code The designation of a site of an existing or proposed structure within a geographical location where there is a need to identify one or more ICT equipment entities, facility terminations, nodal locations, or ATIS-0325300.2011 4administrative operations. This data element shall consist o

33、f either two alphabetic or two numeric cha-racters. 5.4 Network Entity Code A functional category of equipment or work center that is contained in a structure. Equipment catego-ries, including central office switching and ancillary equipment or non-switching or access termina-tions, are associated w

34、ith a building or network site for purposes of maintaining equipment inventories and for identifying facility and circuit terminations and nodal locations. This data element shall consist of three alphabetic or numeric characters, based on a predefined format category that is suitable for the applic

35、ation. 5.5 Network Support Site Code Network support site codes are used to identify equipment or facilities at a specific location. This code uniquely identifies communications equipment or a junction point for the purpose of inventory or facil-ity management. NOTE - The site corresponding to this

36、code may be collocated with the site corresponding to a Network Site Code or a Customer Site Code. This data element shall consist of five characters having a predefined alphabetic character in the first position followed by one numeric and three alphabetic or numeric characters in that sequence. 5.

37、6 Customer Site Code The designation of a customer that utilizes ICT equipment at a specific location where there is a re-quirement to uniquely identify that customers presence for the purpose of inventory and facility man-agement. NOTE - The site corresponding to this code may be collocated with th

38、e site corresponding to a Network Site Code or a Network Support Site Code. This data element shall consist of five characters having one numeric character in the first position fol-lowed by one alphabetic and three alphabetic or numeric characters in that sequence. 6 DATA COMPOSITES The data elemen

39、ts are combined in one of the prescribed sequences shown below to uniquely identify specific sites. The type of data composite can be determined from its length and the characters in posi-tions 7 and 8 (alphabetic and/or numeric). The possible data composite formats are as described in the following

40、 subclauses. ATIS-0325300.2011 56.1 Network Site Format A standardized code that uniquely identifies the ICT service company structure housing equipment or personnel. This format shall consist of a sequence of Geographical Code, Geopolitical Code, and Net-work Site Code data elements, resulting in a

This format shall consist of a sequence of data elements as listed in 6.1, plus a Network Entity Code data element, resulting in a code that totals eleven charact

46、A/N A/N 6.4 Customer Site Format A standardized code that uniquely identifies a customers presence at a location at which network ele-ments or network systems equipment exists. This format shall consist of a sequence of Geographical Code and Geopolitical Code data elements, plus a Customer Site Code

48、for geographical locations (e.g., cities, towns, areas) within states, territories, prov-inces, and countries shall be assigned by the maintenance agent to be unique within that state, territory, province, or country. It is desirable that mnemonic codes are used, that is, that codes be derived from

49、the common name of a geographical location - i.e., a common abbreviation or a series of significant letters of the name. When a new code is to be assigned for a geographical location for which the com-mon name of the geographical location contains fewer than four alphabetic characters, the last charac-ter of the common name shall be repeated as many times as necessary to make a four-character code. For example, RYE is coded as RYEE. It is the intention of this stand
