3、orized the use of this commercial item description for all federal agencies. 1. SCOPE. This commercial item description (CID) covers technical grade glacial acetic acid. 2. SALIENT CHARACTERISTICS 2.1 Appearance. When inspected visually, the technical grade glacial acetic acid shall be a clear, colo
4、rless liquid and shall be free from sediment or suspended matter. The product freezes below room temperature, at approximately 16.5 C (62 F), to a colorless crystalline solid. 2.2 Assay. Assay shall be tested in accordance with American Chemical Society (ACS) specification “Reagent Chemicals: Specif
5、ications and Procedures“. The glacial acetic acid shall have a freezing point of not less than 15.7 C (60.3 F). This is equivalent to not less than 99.5 percent by weight as CH3COOH. 3. REGULATORY REQUIREMENTS 3.1 Recovered materials. The offeror/contractor is encouraged to use recovered materials t
6、o the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 3.2 Labeling, packaging and marking. A MSDS shall be furnished in accordance with FED-STD-313, “Material Safety Data, Transportation Data and Disposal Data for Hazardous Materials Furnished to Government Activities“, a
8、nd 29 CFR 1910.1200, “Hazard Communication“. 3.4 Hazard warning label. An Occupational Safety and Health Administration hazard warning label shall be furnished in accordance with 29 CFR 1910.1200. 4. PRODUCT CONFORMANCE PROVISIONS 4.1 Product conformance. The product provided shall meet the salient
9、characteristics of this CID, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance. 4.2 Market acceptability. Th
10、e product offered must have been previously sold either to the government or on the commercial market. 5. PACKAGING 5.1 Preservation, packing, and marking.
