Several models and management strategies have been employe
4、d related to teaming and contracting with industry. The RS-84 government/industry team developed an excellent insight relationship that should be considered by other projects. Recent experience within NASA has revealed the need to maintain adequate skill and insight levels for complex space initiati
5、ves. The CAIB Report cited lack of adequate technical insight for critical safety issues and recent development experiences such as X-33 and X-37 also reveal a lack of government involvement in key assessments such as technology readiness and design margins. Lesson(s) Learned: Government insight is
6、essential to success of large and complex projects, which significantly aids in risk identification and risk mitigation. Both industry and government have responsibilities to support insight activities: industry has the responsibility to provide open and detailed information on technical and program

The government cannot overreact to issues and must allow the contractor time to resolve problems. Co
8、mmunications between the insight team and the contractor must be based on the desire to understand and add value. 9、 to review contractor data deliverables and provide independent analysis in critical, high-risk areas. Projects should decide early on the level of insight required and should allocate resources for that work. Government insight teams and their industry counterparts should communicate on a regular b

However, contracts must account for the role of government, and the contractor should be rewarded for working with insight teams.
