Introduction This supplemental document contains information and requirement
20、s regarding the use of a fax to complete the Intercarrier Communications Process between wireless service providers. While it is preferred that wireless providers use an electronic interface, it is understood that there are some providers who do not have that capability and also that some may rely o
21、n faxing as a back-up. The complete wireless local number portability process is documented in WICIS Volumes 1-4. WICIS Fax Version 2.0.0 was updated to coincide with changes made to WICIS 5.0.0 relative to FCC Order 09-41. Standardized forms have been developed when faxes must be used for wireless
22、to wireless intercarrier communications. Separate files are included which contain the specifications for the fax forms as well as the fax forms themselves. Photocopies of fax forms are not to be used due to diminished legibility. 2. Procedures for Preparation and Use of FAX Forms It is highly desir
23、able that the population of data on the fax forms is by mechanical means as opposed to handwriting in order to reduce incorrect interpretations of data. In addition, the position of the character fields on the fax forms should comply with the Standard Output Specifications included with this documen
24、t. If handwritten, all characters should be upper case, block style. If mechanically generated, all characters must be in upper case, 18 point, Courier New font. It is important to ensure that each character is contained entirely within the space allotted on the fax form. This should not be a proble
25、m when generating the data mechanically, but care needs to be taken when hand writing the data. There is no requirement for the recipient of a fax to respond back with a confirmation of receipt. The sender of the fax may receive an activity report upon completion of the transmission of the fax. This
26、 report shows the status or result of the transmission. If an affirmative result is received, such as “OK” or “complete”, the sender is to interpret this to mean that the fax was received and the time period for inter-carrier communications begins. If a negative result is received, the sender must r
27、esend the fax. If a service providers fax machine does not provide confirmation of transmission, they are to assume the transmission was successful and the 30 minute timer can begin running. In addition, there are optional fax forms available to communicate the acceptance or rejection of a fax reque
28、st. The two forms are a Fax Acknowledgement (FAK) and Fax Exception (FEX). The sender of the fax may receive a Fax Acknowledgement (FAK) or Fax Exception (FEX) upon acceptance or rejection for processing by the trading partner. If a FAK is received, the sender is to interpret this to mean that the f
29、ax was received and the time period for inter-carrier communications begins. If a FEX is received, the sender must correct the exception and resend the fax. 30、n processing requests via fax, the onus is on the New Service Provider (NSP) to ensure their faxed request has been received, processed, and responded to in a written form by the Old Service Provider (OSP). Furthermore, faxing should be recognized as a manually intensive process that could require t
31、he NSP to follow up on their faxed request via other means such as phone, email, etc. to ensure that the OSP has received and is processing the request. Regardless of the mechanism of the transmission, all Business Rules of the Data Dictionary in Appendix 1 should be adhered to. 3. Standard Output S
32、pecifications Standard specifications for the fax forms have been developed. These specifications provide the locations (coordinates, in inches) for laying out the fax forms on a standard 8 X 11 inch sheet of paper so that they can be generated. Refer to the zipped Excel file titled fax form specifi
33、cations for the specifications for each form. 4. FAX Forms Images of the fax forms are included in a separate zipped PDF file. The file name is fax Forms and is included in the original zipped file that contained this document. Refer to this separate file for the actual images of the fax forms that
