The Council, at the eleventh meeting of it

2、s 154th Session on 12 June 1998, took action on the recommendations of the fourth meeting of the Committee on Aviation Environmental Protection as set forth hereunder. 2. RECOMMENDATIONS FOR AMENDMENT OF STANDARDS AND RECOMMENDED PRACTICES AND PROCEDURES (RSPP) 2.1 Recommendation 1/3, page 1- 14 Rec

3、ommendation 2/1, page 2-6 2.2 The Council noted that the Air Navigation Commission made a preliminary review of the above recommendations and agreed that they should be referred to Contracting States and international organizations. Following receipt of comments, the Commission will conduct a detail

4、ed review and will then present its recommendations for action by the Council. 3. 23、measuring and analysis techniques and experience from certification programmes; b) to control and, where feasible, reduce certification costs while maintaining their accuracy; and c) to review and update the Environmental Technical Manual on the use of Procedures in the Noise Certification of Aircra

24、ft (Doc 9501). 25、ake sure the ICAO noise certification Standards are effective, whilst ensuring procedures are as simple and cheap as is practical; b) to assess the prospects for further reductions of aeroplane noise levels, taking into account technical feasibility, economic reasonableness and environmental effecti

26、veness; c) to keep the ICAO noise certification standards up-to-date in the light of advances in measuring and analysis techniques and experience from certification programmes; d) to review how certification conditions compare with the operational circumstances which give rise to significant levels

27、of concern and consider what might be done through changing the certification regime and/or guidance on good practice for noise abatement in order to provide the appropriate cost-effective means of control; and e) to review and update the Environmental Technical Manual on the use of Procedures in th

28、e Noise Certification of Aircrafi (Doc 9501). 7.3 Noise certification standards for helicopters a) to keep the ICAO noise certification standards up-to-date in the light of advances in measuring and analysis techniques and experience from certification programmes; b) to control and, where feasible,

29、reduce certification costs while maintaining their accuracy; c to assess the prospects for further reductions of helicopter noise levels, taking into account technical feasibility, economical reasonableness and environmental effectiveness; and 4 to review and update the Environmental Technical Manua

30、l on the use of Procedures in the Noise Certification of Aircrafl (Doc 9501). 7.4 Noise certification provisions for future civil supersonic transport (SST) aeroplanes Develop noise certification Standards and Recommended Practices (SAWS) which are economically reasonable, technologically practical

31、and appropriate for future SST aeroplanes, giving due consideration to the environmental compatibility of such aircraft. 7.5 Aircraft engine emissions 7.5.1 Foster the development of a scientific basis for assessment of the atmospheric effects, both chemistry and climate, that may be caused by the e

32、ngine exhaust emissions from subsonic and supersonic civil aircraft at high altitude (i.e. above LTO specifications) flight conditions. 33、m IHS-,-,-i-8 Report - CAEPI4 a) an assessment of advances in engine and other aircraft design technology for subsonic and supersonic aircraft and how these could influence emission levels and fuel consumption, identifying the potential benefits and trade-offs, the likely timescales for introduction

34、 and the risks; b) an assessment of the appropriateness of current and alternative regulatory frameworks, certification methodologies and standards for subsonic and future supersonic engines and/or aircraft and to develop the necessary new material for incorporation into Annex 16, Volume 11; c) advi

35、ce on policy options for increased stringency of certification standards, with respect to timing, approach, cost and technical feasibility. 7.5.3 7.6 7.6.1 Address: a) emissions inventories for future scientific assessments; b) long-term emissions burden estimates used for quantifying benefits of re

36、gulatory changes; and c) the effectiveness of operational measures to reduce aircraft emissions or their effect on the atmosphere. Airports and operation Noise abatement operating measures a) define a menu of operational procedures and strategies to reduce aircraft noise exposure around airports, wh

37、ile minimizing the effect on capacity and on pilot workload; b) examine and assess noise abatement operating procedures for helicopters; c) develop guidance materials and standardized analytical techniques for evaluating alternatives; and d) develop guidance materials for establishment and operation

Environmental guidelines for airport planning a) examine the impact on the environment of ground activities related to aircraft operations; b) investigate the environmental impacts of airport infrastructures, construction, expansion and operation; and c) provide materials to update the Airpor

41、t Planning Manual, Part 2 - Land-Use and Environmental Control (Doc 9184). Airport noise monitoring a) compile data on methods used to describe aircraft noise exposure and applications of the data; b) collect data on characteristics of airports with noise and/or flight path monitoring systems; c) co

42、llect details of airport noise monitoring systems such as capabilities, data stored, technical support; WORKING ARRANGEMENTS All items of the agenda were dealt with by the committee as a whole. Ad hoc groups were set up to carry out preporatory work related to Agenda Item 4. 9. OPENING ADDRESS BY TH

43、E THIRD VICE-PRESIDENT The President of the Council of ICAO is currently on mission and before his departure he requested me to open CAEP/4. It is therefore on his behalf that I have the honour of giving the opening address at the present meeting. On behalf of the President of the Council, and on be

44、half of the Council and the Secretary General of ICAO, Mr. Costa Pereira, I would like to extend to all of you a warm welcome to the new Headquarters of ICAO in Montreal. The Committee on Aviation Environmental Protection, which was established to undertake specific studies, with the Councils agreem

45、ent, on limiting aircraft noise and the gaseous emissions of aircraft engines, has had three earlier meetings. The last one was held in Montreal in December 1995. 47、mental protection. The principal task is to reconsider the recommendation from CAEP/3 for a more stringent emission standard for NO,. I understand that broad agreement on this matter was reached at the recent Steering Group meeting and I hope that this will facilitate the development of a new recomm

48、endation at this more formal meeting. ICAO welcomes the attention that CAEP is giving to the environmental benefits associated with the early implementation of CNWATM systems. Further studies of these benefits are needed. I would therefore encourage you, both in your administrations and in the ICAO

49、framework, to find ways of working more closely with those involved in CNWATM planning and implementation. I also attach importance to your work on emission-related levies, in view of the need for the Council to report to the Assembly later this year on environmental charges and taxes. In considering your future work, I would like CAEP to give particular attention to the outcome of the Kyoto session of the Conference of
